Starting in 2025, all businesses listed as active with the PA Department of State on December 31 must file an Annual Report and pay a fee. Reports must be filed electronically through their Business Filing Services portal. For more details on fees, filing dates, and FAQs, please visit Annual Reports webpage.
To make this easier, we’ve added a “Complete Annual Report” quick-action button to the Hub Dashboard. Just log in to your Hub account, go to the Quick Actions menu, and click the button to start your report.

Updating Registered Office Addresses |
Annual Reports can be filed at any time after January 1 and can be used to update your registered office address with the PA Department of State.

Operating Agreements & Ownership Changes |
When adding or removing owners, members, or partners, you don’t need to notify the PA Department of State. Simply update your tax accounts (sales tax, employer withholding, etc.) if needed. Ownership changes will be reflected in your next tax return.
An operating agreement may be required for certain activities, like applying for funding or opening a business bank account. For more on operating agreements, contact the Entrepreneur Assistance Clinic or your nearest Small Business Development Center, and review the IRS website for guidance on updating responsible party information.

Pennsylvania’s new Grants Discovery Tool is now available at pa.gov/grants, thanks to the Office of Digital Experience (CODE PA). This tool makes it easier for small businesses, non-profits, local governments, schools, and individuals to find funding opportunities. You can filter by applicant type, category, open status , and more. Check out the Grants Discovery Tool to explore funding opportunities and application eligibility.Â

Beneficial Ownership Information Reminder |
Businesses created on or after January 1, 2024, must report their business ownership information (BOI) within 90 days of approval from the PA Department of State. Businesses formed prior to January 1, 2024, should report their BOI information by January 1, 2025. BOI reports can be filed online via the federal Financial Crimes Enforcement Network (FinCEN).

- WBEC-East
WBEC-East supports women business owners and entrepreneurs in Pennsylvania, Delaware, and Southern New Jersey. Their programs offer training, counseling, networking, and they also provide a certification for women-owned businesses. The certification and additional services help connect certified businesses with corporations and government agencies, fostering growth and partnerships. Learn more about WBEC-East’s resources.
- HIRE Vets Medallion Program
The HIRE Vets Medallion Program, established under the HIRE Vets Act of 2017, recognizes businesses that recruit, employ, and retain veterans. Awards come in two tiers—gold and platinum—and recipients can display the medallion on marketing materials. In 2023, 859 employers were recognized nationwide, including 23 from Pennsylvania.
