Scope of Work: The new building will provide a three-story, 48,347-gross-square-foot facility in McAllen, Texas, will be the third building at Texas A&M University's Higher Education Center at McAllen (HECM). Located north of the campus's planned central quad, it will provide student support, education, and research spaces to address regional demand for public health and pharmacy education, as well as general academic and student success needs. The building will include flexible classrooms, specialized teaching and pharmacy labs, clinical skills areas, faculty offices, administrative suites, and a library with study and collaboration spaces. Additional student-focused amenities will feature a testing center, makerspace, innovation studio, lounges, and gathering areas, all integrated with ongoing campus infrastructure, utilities, and parking.

Scope of Work: The new center will be an 11,700 GSF (approximately 7,000 NSF) facility located between the existing wastewater treatment plant and the future Pelican Island Bridge, offering public access near campus. Designed to support the Gulf Center for Sea Turtle Research, the facility will treat up to 30 turtles across two wards, with dedicated spaces for nutrition, laundry, life systems monitoring, and future clinical expansion. Public outreach features include an entry lounge with non-releasable turtle ambassadors and a viewing gallery into hospital operations. With over 85% of space devoted to clinical use, the Center will enhance research, conservation, and public education and become a key destination for Galveston visitors.
