Welcome to Fall Term 2023. We have a milestone to celebrate this year: the 50th anniversary of engineering at Portland State University (PSU). Because the Oregon Board of Higher Education's policy did not allow "duplicate" programs at the state's institutions, Oregon State University was the only school allowed to offer engineering programs. However, in 1973 after years of lobbying by PSU and the Portland community, the Department of Applied Science was re-christened the Department of Applied Science and Engineering. This rhetorical and legal battle was just one of many PSU has fought in its relatively short history, and this victory was an important step in Maseeh College's journey to offer a world-class education that is accessible, inclusive, and affordable. We look forward to what the next half century may bring.
I am excited to announce that FY 2022-23 has set a new record for research excellence within our college. As of June 30, 2023, we have achieved an astounding $10.5 million in research expenditures, surpassing our prior best in FY 2020-21 by an impressive one million dollars. Moreover, the outlook for the coming year is exceptionally promising. We have already secured an impressive $11.7 million in new awards or award increments, indicating that our momentum is set to continue. .This accomplishment underscores Maseeh's commitment to advancing knowledge and innovation and to your ongoing pursuit of excellence.
The hallmark of our program has been the student-driven innovation that defines our community. The impulse to explore, question, and create has led to remarkable breakthroughs and projects that have left a lasting impact, not only on our campus grounds but also far beyond them. Our students not only hone their technical skills but also developed a deep sense of responsibility and empathy, setting the stage for a generation of engineers who are not just adept problem-solvers but also compassionate global citizens.
None of our accomplishments would be possible without the dedication and expertise of our faculty and staff. You are committed mentors, guides, and partners in our students’ educational journeys, and your commitment to providing quality educational experiences has played a pivotal role in shaping the engineers and computer scientists of tomorrow.

Bob Williamson recently joined us as Assistant Dean for Finance and Administration in Maseeh College, bringing a wealth of higher education experience to the role. Most recently, Bob served as Acting Vice President for Business and Administrative Services at Shoreline Community College. Before that role, he served from 2009 to 2022 as Vice President of Administrative Services / Chief Operating Officer at Clark Community College in Vancouver, Washington. We are looking forward to working with Bob to implement my vision for Maseeh College, which includes a strong focus on student success and retention, supporting faculty in growing our research enterprise, renewing industry and alumni relationships, creating new educational programs, and taking steps to make PSU the destination for Indigenous STEM.

To accommodate the expected growth and provide an extra layer of support to PIs that manage multiple and/or large grants, Maseeh College has recently created the position of Research Project Coordinator, and Miranda Morgan has joined the team in this new capacity. Miranda received her Masters in International Development & Service from Concordia University in 2017 and focused her studies on nonprofit management and international education. Before PSU, she worked at Providence Medical Group for five years as a Project Data Entry Specialist. Miranda will execute transactions, supporting Helen Frey and Katie Windle. She also has responsibility for analyzing and reporting financial research data and improving workflows, processes and tools.

Esther Herron was recently hired as a Department Services Coordinator (OS2) for both MME and ETM. This shared position offers an opportunity to break down department barriers as well as to enhance staff connections to training and community. Esther's role will focus on various support tasks related to finance and operations, ebbing and flowing between departments as needed. Esther has a Bachelor of Arts from Evergreen State College and is currently pursuing a Master of Fine Art at Pacific Northwest College of Art. She brings over eight years of customer service and higher education administration experience, most recently in the registrar's office of Lewis & Clark College.

Fiscal year 2022-23, which closed on June 30, 2023, was a record year for Maseeh research. The college had 10.5 million dollars in research expenditures and surpassed its prior best of 2020-21 by one million dollars. Next year is predicted to have even further growth: we have already accepted 11.7 million dollars in new awards or award increments, forecasting 2023-24 to be the topmost year for research funding by over three million dollars. The increase in expenditures contributes positively to PSU finances: a total of 2.1 million of facilities and administration funding returned were split between PSU, Maseeh College, our departments, and our researchers. Maseeh College hosted slew of STEM outreach programs for high school students this summer, including Saturday Academy ASE Interns (Maseeh College hosted more high school interns than any other ASE employer in Oregon this summer), Girls, Inc, Eureka Program, Institute for Computing in Research Summer Research Institute, and PSU's TREC National Summer Transportation Institute. All of these camps toured the school or enjoyed a presentation from PSU about the college's offerings. Early this fall we will also be hosting the Chicktech Youth Hackathon, and ORTOP FirstFair led by Alex Hunt (MME).

At the International Conference on Computational Photography, Dave Maier (CS) and Atul Ingle (CS) received the Best Paper award for "Count-Free Single-Photon 3D Imaging with Race Logic.” The paper will be in a future issue of PAMI, but the preprint is available now.

As part of the state’s Semiconductor Competitiveness Task Force report, talent and workforce was raised as one of the critical pieces necessary for Oregon to remain competitive in the semiconductor field. To create a vision for what is done in higher education, how it dovetails with industry, and to minimize duplication of efforts, PSU hosted a state-wide meeting to connect and coordinate the semiconductor pathways in the Oregon educational system. Attendees discussed the strengths and opportunities of semiconductor programs and pathways in Oregon and laid the groundwork for an Oregon semiconductor white paper that will be published later this year. Beginning Fall 2023, instructors are required to record initiation of attendance for each student registered in their classes to comply with federal Title IV regulations. Initiation of attendance must be recorded in the Class List & Initiation of Attendance link in Banweb by the end of the second week of the term. Students you have not reported as initiating attendance in the first two weeks may be required to return a portion of their financial aid. Review the Faculty Guide to Initiation of Attendance to learn what constitutes initiation of attendance and how to satisfy the requirement. If you have any questions, contact your department staff.

Get ready for the ABET Campus Visit! The ABET team will be here Sunday, October 15th through Tuesday, October 17th. Monday is the primary day for the Program Evaluator (PEV) to meet with faculty, staff, students, and alumni as part of their assessment of our programs. Faculty and staff should be prepared to answer questions about their participation in assessment, advising, and other aspects of the program. For the curious, a sample list of possible questions that PEV might ask you is available here.

If you are planning to retire and wish to be reviewed for promotion to Emeritus, the review must be done while you are employed in the rank for which the Emeritus request is made. There are two emeritus review cycles to accommodate the typical retirement dates of December 31st and June 16th. For the first cycle, dossiers from departments are due to the Dean's office by October 20th, and for the second, dossiers are due January 9th. Your Department Chair or P&T Committee Chair can provide the departmental deadline for dossier submissions. Please contact Chris Monsere (Associate Dean for Academic Affairs) with any questions and find information on all faculty reviews.

We hope many of you are planning to attend or stop by the 2023 New Student Welcome on September 20th from 10:30am-1pm. This event helps newly enrolled students easily locate resources and opportunities available to them at Maseeh College, from student groups, to internships, to career services. This year we will be hosting a photo booth for students, giving away new swag, and offering opportunities for them to eat lunch with Maseeh faculty and interact on a more personal level. Scholars from the Undergraduate Research and Mentoring Program will also be presenting their work in the atrium. Stop by to learn more about undergraduate research opportunities and the exciting projects going on at Maseeh.
