More than 340 Grant Projects Completed in 2025

The Department of Conservation and Natural Resources (DCNR) celebrated its 30th anniversary in 2025, and it was a banner year for supporting local recreation and conservation projects.
The department closed out more than 340 Community Conservation Partnership Program grants in 2025. Among the projects, the grants funded improvements to more than 160 local parks, the closing of eight Priority Trail Gaps, and the permanent protection of more than 7,000 acres of land for habitat and public recreation.
DCNR’s investment in Pennsylvania’s outdoor spaces continues in 2026. The agency recently announced $82 million in grants for projects in 58 of Pennsylvania’s 67 counties.
DCNR grants open the door for more people to enjoy the parks, rivers, and trails that make Pennsylvania special—no matter where they live.

Fall ATV, Snowmobile Grant Awards Announced, Spring Applications Now Being Accepted

The Department of Conservation and Natural Resources (DCNR) recently announced $1.4 million in awards from the fall 2025 ATV and snowmobile round.
“These grants expand safe, high-quality ATV opportunities and help support outdoor recreation and its role in strengthening and supporting rural economies across Pennsylvania,” said DCNR Secretary Cindy Adams Dunn.
ATV and Snowmobile grants fund planning, acquisition of land, development, rehabilitation, maintenance, purchase of equipment for maintenance and construction, and development of educational programs related to ATV and/or snowmobile trails and facilities.
Applications are now being accepted for the spring 2026 round of ATV and Snowmobile grants. The application deadline is 4:00 PM on Tuesday, March 31. To apply, use the DCNR Grants Customer Service Portal.
DCNR offers these grants through the ATV and Snowmobile Restricted Accounts. The accounts are funded through riders’ registration fees. The federally-funded Pennsylvania Recreational Trails Program also provides some support for motorized projects.

Interest Increases in Planning, Building ATV Networks

Interest in all-terrain vehicle (ATV) riding in Pennsylvania has surged in recent years. Before the pandemic, Pennsylvania had about 185,000 active registered ATVs. Today, that number has risen to more than 295,000.
Pennsylvania’s riding opportunities have also increased. Examples include several successful ATV parks, ATV trails on state land, and the opening of the Northcentral Regional ATV Trail in 2021.
The expansion of ATV riding has led to more interest in developing regional ATV networks, which often rely on local roads. This approach has advantages, like the use of existing infrastructure and potential for local economic benefits.
But even when using existing roads, a successful network takes effort. A good starting point is a robust planning process with extensive public input. A strong plan investigates legal feasibility, marketability, potential management structures, enforcement, and long-term sustainability.
If you’re considering an ATV network in your community, a good resource is the Department of Conservation and Natural Resources (DCNR) 2023 report on the Northcentral Regional ATV Trail. The report contains lessons learned from the trail’s first three years. Another useful document is the economic impact study from West Virginia’s Hatfield McCoy ATV Trail System.
When you’re ready to begin your plan, DCNR has ATV planning grants that can support organizations and local governments. These grants can help assess the establishment of ATV riding facilities and networks. Grants have already supported completion of four county-wide planning efforts, with six more county plans underway.

Funding Opportunity: Regional Trail Workshop Grants Now Available

WeConservePA recently announced the availability of Regional Trail Workshop Grants.
The grants support high-quality educational programming and safety training directly related to land trails, water trails, and greenways.
Funding can reimburse up to 80 percent of total eligible project costs directly associated with each workshop, with a maximum reimbursement of $5,000.
Visit the Regional Trail Grants webpage for more information on eligibility and to apply. Applications are due Friday, February 20.
The Department of Conservation and Natural Resources supports these grants with funding from the U.S. Federal Highway Administration.

Grant Application Tip

The annual Community Conservation Partnerships Program grant application period is open through 4:00 PM on Thursday, April 30.
During the grant round, we’ll include tips in this e-news to help you submit the most competitive application you can.
This issue’s tip: 
Make sure your project is “ready to go.”
Most projects we fund take several years to complete. That’s why we like projects that can begin work soon after the grant is awarded.
Each grant type has its own ready-to-go checklist. To find them:
  1. Visit the DCNR Grants Customer Service Portal.
  2. Click on “Grant Opportunities.”
  3. Find the project type you plan to apply for and click its “More info” button.
  4. Under “Guidance Documents,” click the “Ready-to-Go Checklist” link.
Ready-to-go status accounts for 15 of an application’s possible 100 points. If your project isn’t ready to go, it’s unlikely to be funded.
