NEW OSTP REPORT MAKES THE CASE FOR SUSTAINED INVESTMENTS IN FEDERAL R&D

Last month, the White House Office of Science and Technology Policy (OSTP) released the “Quadrennial Science and Technology Review,” emphasizing that continued investment in federally-funded research is essential for maintaining U.S. leadership in innovation. The report highlights that such research drives technological breakthroughs and economic growth, with $97 billion invested in basic and applied research in FY23. It also points out significant challenges, including aging infrastructure and the need for a diverse S&T workforce to address national priorities like security and climate. The review is a precursor for the upcoming U.S. National Science and Technology Strategy to bolster global competitiveness.

EDUCATION DEPARTMENT ENDS PLAN TO REGULATE OUTSOURCING GUIDANCE

The Department of Education is withdrawing its guidance on third-party servicers (TPSs). The guidance, which has been suspended since shortly after it was announced last year, will officially be rescinded by Nov. 18. Initially criticized for its negative impact on campus operations, the Department extended the compliance deadline before announcing plans for new regulations through a negotiated rulemaking process. This week’s announcement confirms the official withdrawal of the TPS guidance.
