Advance requests are still needed to interpret public comment originating in Spanish. To provide public comment in Spanish, contact the Clerk of the Board at (805) 568-2240, before 4:00 p.m. the Friday before the Board meeting.

D1) Emergency Shelters Zoning Ordinance Amendments 
(Estimated Time: 25 minutes)  

Summary: 

The Board will consider adoption of the Emergency Shelters Zoning Ordinance Amendments. The purpose is to comply with new and existing State laws regarding emergency shelters and to implement an element of the 2023-2031 Housing Element Update (HEU). In part, new State law requires that jurisdictions demonstrate that they have sufficient capacity to accommodate their need for emergency shelters throughout the current housing element cycle. The County Planning Commission held two public hearings on this item before making its recommendation to the Board. Following input, staff recommended that the County fulfill the State requirements for emergency shelters through existing emergency shelters, rather than amending the Land Use and Development Code and Coastal Zoning Ordinance to allow emergency shelters with a ministerial permit.

D2) Prohousing Designation 
(Estimated Time: 45 minutes) 


Summary: 

The Board will consider applying for a Prohousing Designation, a State of California program that signals that a jurisdiction has implemented or intends to implement policies that go above and beyond the requirements of State law to encourage the development of housing. Local governments with Prohousing Designation are eligible to apply for, and can also receive priority processing or funding points, when applying for several competitive grant programs. Moreover, some funding categories may be limited to agencies with a Prohousing designation.

D3) Fiscal Year 2025-2026 Public Safety Realignment Plan Addendum 
(Estimated Time: 45 minutes) 

Summary: 

The Board will hear the Santa Barbara County FY 2025-2026 Public Safety Realignment Plan Addendum. The Plan Addendum, developed by the Community Corrections Partnership, outlines collaborative efforts to improve outcomes for justice-involved individuals in Santa Barbara County. It focuses on reducing recidivism through evidence-based programs, data-driven decisions, and strategic resource allocation to enhance public safety and support justice reinvestment.

D4) Responses to 2024-25 Grand Jury Report on Epidemic Response
(Estimated Time: 45 minutes) 

Summary: 

The Board will consider the proposed responses to the report issued by the Santa Barbara County Grand Jury, titled “Is the Santa Barbara County Public Health Department Prepared for the Next Epidemic?” The Board will adopt its responses and authorize the Board Chair to sign the response letters. The Board is required to respond in writing to the Presiding Judge of the Superior Court within 90 days of the report issuance
