Pilot Program: Board Adopts Regulations for Short-Term Rentals
Following a series of public discussions, on Monday evening the Skokie Village Board adopted an ordinance establishing a new 18-month pilot program to regulate short-term rental (STR) properties.
- Under the program, an STR is defined as a dwelling, or portion of a dwelling, rented for 5 to 29 consecutive nights to individuals who are not members of the property owner's immediate family.
The goal: The pilot program is intended to balance the need to preserve housing availability and neighborhood quality of life, while recognizing STR’s community-serving uses, such as accommodating family visits or others seeking extended stay options.
What to know: Skokie's ordinance:
- Creates licensing and registration requirements for STR operators
- Sets a minimum stay of five consecutive nights, and limits STR properties to a total of 18 stays during the pilot period
- Limits the number and location of STRs to reduce neighborhood impacts
- Restricts new investor-owned short-term rental properties
The pilot program will run from May 1, 2026 through October 31, 2027. During this time, staff will monitor implementation of the program and provide progress updates to the Board, which may make modifications to the program.
