... what documents are required for a collaborative proposal?
A collaborative grant proposal is one submitted by two or more institutions, where each is responsible for a portion of the scope of work. One institution will be the lead (or prime recipient); the other will be the non-lead or subrecipient. If the proposal is successful, the prime recipient will transfer a portion of the grant award to the subrecipient as a subaward.
In order to include the subrecipient in the proposal, the lead institution must gather key documents prior to proposal submission. Some of these will be included in the final proposal, but some are administrative documents used to confirm the subrecipient's participation in the project and compliance with grant rules. Subrecipient documents required at the proposal stage include:
- Letter of Commitment/Intent, signed by the subrecipient institution's authorized official
- Scope/Statement of Work, describing subrecipient activities and deliverables
- Budget, detailing the subrecipient's expected costs for their portion of the project
- Budget narrative, explaining the subrecipient budget
- Other items needed for the proposal, such as collaborator personnel documents (CV, Current Pending, Conflict of Interest) or facilities/equipment documents
When UNCG is the lead, we need to request these documents early in the process, because the subrecipient institution must go through it's own internal review before providing documents to us. And, we need the subrecipient budget in order to prepare the project budget. Learn more about subawards at UNCG Scholar, or contact your pre-award administrator.
** NSF allows "separately submitted collaborative proposals." This process still requires a lead and non-lead, but pre-award documentation is streamlined. If the proposal is successful, project funding is distributed as separate awards, directly from NSF to each collaborating institution.**
