Driving On University Business
Driving on University Business occurs when campus community members (administrators, faculty, staff, students) operate a personal vehicle, a state-owned vehicle, golf cart or rent a car to attend meetings, training, conferences, etc.
Risk Management Services (RMS) is responsible for administering the Driving on University Business Program and ensuring compliance with CSU Guidelines. As part of this process, there are forms that are required to be submitted to our office if you plan on driving on University business. We have initiated two new AdobeSign workflows to facilitate the collection process of these forms.
Required forms include the Vehicle Operation Authorization (VOA) and Driver Authorization Process (DAP). STD 261, Authorization to Use Privately Owned Vehicles on State Business is an optional form with annual renewal requirements.
New Acrobat Sign Workflows:
In collaboration with Human Resources (HR) and Information Resources & Technology (IRT), two new workflows have been created to facilitate the process of collecting these forms. All data and documents are confidential and secured.
- The New Driver Packet workflow includes the Vehicle Operation Authorization (VOA), Driver Authorization Process (DAP), and optional STD 261, Authorization to Use Privately Owned Vehicles on State Business.

The above links prompt you to sign in to Adobe Acrobat Sign with your csus.edu email address.
After signing in, you will:
- Enter your supervisor’s email address and your employee/student ID number. Then hit “Send.”
- You will be prompted to complete the rest of the fields. Once finished, select “Click to Sign.”
- The workflow will send the documents to your supervisor for approval.
- After approval, RMS will receive an email notification with the final signed agreement.
All drivers will be registered and enrolled in the California Department of Motor Vehicles (DMV) Employer Pull Notice (EPN) program once RMS receives the final agreement.
