NEW FUNDING OPPORTUNITY SEEKS TO INVEST IN ADDITIONAL NSF REGIONAL INNOVATION ENGINES

A new funding opportunity from the National Science Foundation (NSF) seeks to invest more funding into the NSF Engines program, which announced 10 awardees earlier this year. In this round of funding, the NSF Engines program is only accepting proposals for full NSF Engines, competing for up to $160 million over 10 years. The program award is pending on congressional appropriations.

CISA ISSUES PROPOSED RULE ON CIRCIA REPORTING

The Cybersecurity and Infrastructure Security Agency (CISA) has issued a proposed rule on reporting requirements for the Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA) to make known, "regulations implementing the statute's covered cyber incident and ransom payment reporting requirements for covered entities."

ED DEPARTMENT RELEASES NEW TITLE IX RULING

The Education Department announced Friday its long-awaited Title IX ruling, with changes including expanded protections for LGBTQ+ students and pregnant students. It requires schools to protect students from all sex discrimination, including sexual violence and sex-based harassment, expanding that definition to include discrimination based on pregnancy or pregnancy-related conditions like childbirth, termination of pregnancy, or recovery from pregnancy. The ED had set two previous deadlines--May 2023 and October 2023--finally landing on a March 2024 deadline. The new rule is slated to go into effect on August 1. We continue to work closely with our associations to review the new rules and will share further analysis as it is available.

ACT PARTNERS WITH PRIVATE EQUITY FIRM, WILL TRANSITION TO FOR-PROFIT

The ACT recently announced its new partnership with private equity firm Nexus Capital Management, catalyzing a transition for the college admissions assessment company from non-profit to for-profit. According to the organization, it will not have an effect on the price of the test or how students experience the testing process.

Duke in DC's latest Beyond Talking Points program featured discussion about climate financing and the role of federal incentives in the wake of the 2022 Inflation Reduction Act (IRA), which some argue is the largest investment by the federal government into climate resilience efforts.

Our panel of Duke experts, including the Nicholas Institute's Jackson Ewing, the Pratt School for Engineering's Judy Ledlee, Duke Law's Lee Reiners and moderated by the Nicholas School for Environment's Interim Dean Lori Bennear, discussed what we mean when we say climate finance, the work already being done in the public and private sectors and how crucial incentivizing investment at the policy-making level will be to the future of planet earth.
