D1) Request for Continuation: Prohousing Designation
(Estimated Time: 45 minutes)  

Summary: 

The Community Services Department requests the continuance of this item to the May 20, 2025 Board meeting.

D2) Laguna County Sanitation District Sewer Service Fees
(Estimated Time: 15 minutes) 


Summary: 

The Board will consider the adoption of sewer service charges, connection charges, and trunk sewer fees for fiscal year 2025-2026. The sewer service charge is proposed to increase by 3.5%. The increase aligns with the Consumer Price Index. For a typical single-family residential user, this is an increase of $39.84 per year.

D3) Mission Canyon Sewer District, Collection of Sewer Service Charges and Sewer Connection Charges on the Tax Roll 
(Estimated Time: 15 minutes) 

Summary: 

The Board will consider authorization of the collection of Mission Canyon Sewer District sewer service charges and connection charges on the tax roll in fiscal year 2025-2026. Wastewater is conveyed to the city of Santa Barbara for treatment as indicated in a joint powers agreement. The annual service charge and connection charge are proposed to remain at the same rate.

D4) Benefit Assessments for Streetlighting Services   
(Estimated Time: 15 minutes) 

Summary: 

The Board will consider establishing the benefit assessments for streetlighting services in Unincorporated Goleta and Santa Barbara at $24.00 per residential parcel (factored for other development types), Isla Vista at $12.93 per residential parcel (factored for other development types), and to not establish (set to zero) the benefit assessment for zones in the Santa Barbara North County Lighting District that have benefit assessments. These amounts remain unchanged from last year.

D5) Environmental Health Services Fees 
(Estimated Time: 60 minutes) 

Summary: 

The Board will consider the adoption of Environmental Health Services (EHS) fee resolutions and ordinances that adjust fee levels to achieve full cost recovery. These new fee levels are consistent with the public purpose served by the fee and the cost incurred to provide the service, as authorized by County Code and applicable State laws and regulations. The proposed fees reflect the findings of a fee study filed with the Board on December 10, 2024. The study provided an objective analysis of the full costs incurred by the County for various State and locally mandated permitting and inspection activities for which EHS charges user fees to protect public health and the environment. EHS has also considered feedback provided by health permit holders to restructure fees or to simplify fee schedules for consumers, where practicable, and to ensure fees fairly and equitably reflect the cost of services being requested. A full review of the annual cost of fee-related services for EHS was last considered by the Board on April 2, 2019.

D6) Animal Services Program Update

Summary: 

The Board will hear an update on the current state of programs and services offered by Santa Barbara County Animal Services. The presentation highlights progress in expanding animal services to the community, as well as the challenges encountered due to strains on facilities and staff with increasing community demand and limited revenue growth.

D7) Consolidated Plan, Action Plan, Citizen Participation Plan, Regional 
Analysis of Impediments to Fair Housing Choice and Funding Recommendations 
(Estimated Time: 60 minutes) 

Summary: 

The Board will consider approval of the 2025-2029 Five-Year Consolidated Plan for the County of Santa Barbara, a comprehensive assessment of local housing and community development needs that establishes priorities, objectives, and strategies for addressing these needs from the period of July 1, 2025, through June 30, 2030. In addition to funding addressed in the Consolidated Plan, the Community Services Department administers State Permanent Local Housing Allocation and Human Services Commission funding, with goals and actions that align with the Consolidated Plan.

D8) Options to Address Emissions from Oil & Gas Operations 
(Estimated Time: 90 minutes) 

Summary: 

The Board will consider potential measures and goals to address greenhouse gas emissions from oil and gas extraction and processing. Options presented include preparing ordinance amendments prohibiting new drilling, or maintain status quo and allow acceptance of permit applications for new drilling; or provide other direction to staff as appropriate.
