GAE Call to Action - Stop SB 233 - A Radical, Massive Voucher Bill

BILL TRANSFERS PUBLIC FUNDING FROM POOREST SCHOOLS TO PRIVATE SCHOOLS

A bill that would result in the transfer of tax dollars from schools most in need to private schools mainly in the metro Atlanta area is expected to be heard in the House Education Committee soon.

SB 233 proposes to strip state funding affecting than 400,000 students in rural and poor communities in Georgia and could cost $240 million each year.

The subsidy provided in the bill, $6,000 each year per student, is almost double the amount the state spends per public-school student.

House Education Committee hears six bills


Combined, the two subcommittees of the House Education Committee, heard six bills early this afternoon.  They were:

SB 32
would require school systems to develop "mobile panic alert systems" to ensure real-time coordination between local and state law enforcement and first responder agencies during a time of a school emergency.  The bill passed subcommittee and will be heard by the full committee soon.


SB 45
provides for the creation of a "seizure action plan" to be followed by a school for a student with epilepsy or other seizure disorders. This legislation was passed by the subcommittee.  A hearing before the full committee should be expected soon.

SB 170 was also heard, however, a vote was deferred until a later date.  The measure would allow a student to serve as an ex-officio, non-voting member of the State Board of Education.  The bill also encourages local boards of education to allow a student to serve as an ex-officio member of their boards.

The subcommittee also deferred a vote on SB 169, which would extend the hearing dates for student discipline tribunals to no later than 20 school days after the beginning date of a student suspension to determine if or when a student may return to school.

SR 175, creating a House and Study Committee on Dual Enrollment for Highly Skilled Talent at Younger Ages, passed subcommittee.

SB 50 would authorize but does not require instruction in water safety curriculum in grades 9-12.  The bill won the subcommittee's approval.

House Committee will hear
gender dysphoria bill tomorrow


The House Public Health Committee will hold a hearing on SB 140, a bill that would prohibit gender-affirming medical care for young people experiencing gender dysphoria.

The legislation states: "No sex reassignment surgeries, or any other surgical procedures, that are performed for the purpose of altering primary or secondary sexual characteristics shall be performed on a minor for the treatment of gender dysphoria …"

The bill passed the Senate on March 6, 33-22, on a party-line vote.  Tomorrow

Hearing tomorrow on bill to eliminate cap on private investments in the State Employees' Retirement System (ERS)


A bill, HB 285, which would eliminate the current cap on alternative investments in the State Employees' Retirement System (ERS), will be brought before the Senate Retirement Committee tomorrow.  The bill does not affect the Teachers Retirement System (TRS).  The Georgia Firefighters' Pension Fund is permitted to invest up to 15% of its portfolio in these alternative investments; TRS is allowed up to 5%.

Meanwhile, the House Retirement Committee has a meeting posted, also tomorrow, though no agenda has been announced.
