Dear Betsy,
PG&E still needs approval from the California Coastal Commission to extend the operation of its reactors at Diablo Canyon. It requires a ‘consistency certification’ and a ‘coastal development permit’. These permits expired for Unit 1 in November 2024, and Unit 2’s permits will expire in August 2025.
 
PG&E has been recalcitrant in completing the applications and providing sufficient information. Please join EDC and our client, Mothers for Peace, at the California Coastal Commission hearing on Friday, July 11 at 9AM to voice your concerns and request the Commission hold a formal hearing on this issue. 

Coastal Commission review is critical given the threats to marine resources from the intake and discharge of seawater for cooling, potential dredging, operation of the intake and outfall structures, and safety issues related to seismic faults and other hazardous conditions. The Plant’s operations also impact public access, fishing, and recreation.

RISK TO PUBLIC SAFETY: A 20-year license renewal continues and exacerbates risk to the public due to potential:
  • seismic events
  • routine discharge of radioactive materials into our ocean water and our air
  • even greater amounts of high level radioactive waste to be stored onsite
  • tsunamis
 
MARINE LIFE:
  • Over the past 40+ years the Once-Through Cooling system has resulted in substantial losses of marine life due to entrainment and impingement. The impacts on marine life for an additional 20 years must be assessed.
  • The mitigation program for Once-Through Cooling was intended to be an interim program, not a plan for an additional 20 years of entrapment losses.
  • The effectiveness of the mitigation projects must be analyzed.
  • Thermal discharge is having adverse effects on Black Abalone, a protected species.
  • Cooling towers must be required.
 
DEVELOPMENT: Although PG&E asserts that extending the license does not involve ‘development’, the CCC contends that the proposed extension would affect a variety of coastal uses and resources by:
  • extending the time for the intake and discharge of seawater
  • intake cove dredging
  • new or expanded spent fuel storage facility
  • installation of structural components, equipment, or infrastructure
 
FISHING AND RECREATION: The proposed license renewal significantly delays public access, ocean recreation opportunities, and commercial and recreational fishing due to continued public safety and security issues.
