CFTC Announces FBOT Advisory to Provide Regulatory Clarity for Non-U.S. Exchanges |
The Commodity Futures Trading Commission’s Division of Market Oversight has issued an advisory regarding the foreign board of trade (FBOT) registration framework for non-U.S. entities legally organized and operating outside the United States that seek to provide persons physically located in the United States with direct market access to their trading platforms. The CFTC’s FBOT registration framework applies to all markets, regardless of asset class, and includes both traditional and digital asset markets.

Gov. Pritzker Signs Bill to Combat Consumer Crypto Scams |
Illinois Governor JB Pritzker has signed two crypto bills: The Digital Assets and Consumer Protection Act (SB1797) protects Illinoisans by establishing regulatory oversight of cryptocurrencies, while the Digital Asset Kiosk Act (SB2319) creates specific protections against scams and fraud for consumers who utilize digital asset kiosks.

Latin America Steps Into the Spotlight at the Stablecoin Conference in Mexico City

Mexico City hosted the first Stablecoin Conference in Latin America on August 27–28, presented by Bitso Business. The gathering drew 1,700 participants, more than 800 companies, and over 100 speakers.
The program was opened by Daniel Vogel, Co-founder and CEO of Bitso. Featured speakers included Betsabé Botaitis, CFO of Hedera; Maggie Wu, CEO and Co-founder of VelaFi; Manuel Godoy, Co-founder and CEO of Félix; Sergio Mello, Head of Stablecoins at Anchorage Digital; Sheraz Shere, GM of Payments and Commerce at Solana Foundation; Daniel Mangabeira, VP Strategy and Policy for Latam at Circle; Manuel Echanove Puig, Director of On-chain Finance for EMEA and Latam at Polygon Labs; and John Wingate, CEO and Co-founder of BankSocial. Discussions underscored Latin America’s role as a testing ground for blockchain at scale. From remittances to financial inclusion to stablecoin adoption, the region is proving real-world use cases.
The conference followed Bitso’s talks at the White House on its potential U.S. entry. During the event, Bitso Business announced several initiatives, including the expansion of its business services to Chile and Peru.
The momentum continues this fall. Stellar will host its Meridian Conference in Brazil in September, and Devconnect will take place in Argentina in November.
