D1) Extra Help Service and Retirement Waiver  
(Estimated Time: 5 minutes) 

Summary:
The Board will consider a request to hire a retired employee as Extra Help from the County Executive Office. Per California Government Code, the Board must approve this hiring decision because less than 180 days have passed since the retirement of this employee.

D2) Housing Authority of the County of Santa Barbara Issuance of Tax-Exempt Multifamily Housing Revenue Obligations for San Simeon Oaks Village 
(Estimated Time: 5 minutes) 

Summary:
The Board will consider approving up to $30 million in tax-exempt bonds to help finance San Simeon Oaks Village, a proposed 106-unit affordable housing development in unincorporated Goleta. The project will serve households earning 30% to 70% of the area median income, including units for homeless veterans and Santa Barbara Unified School District employees. The bonds will be repaid from project revenues and will not create a financial obligation for the County or the State.

D3) Fiscal Year 2026-27 Preliminary Budget Outlook Update 
(Estimated Time: 1 hour) 

Summary:
The Board will receive an early overview of the FY 2026–27 budget and proposed reductions, review projected deficits for FY 2027–28, and provide guidance on key policy decisions to address significant shortfalls driven by State and federal policy changes, revenue shortfalls, and structural operating gaps. Departments have submitted proposed reductions, which are under review and subject to change. This update does not request final decisions but rather seeks clarity from the Board on priorities, tolerances, and preferences so that departments and the County Executive Office may refine proposals prior to the County’s Preliminary Budget presentations at the Budget Workshops in April.

D4) Fiscal Year 2025-26 Second Quarter Budget Status Report 
(Estimated Time: 20 minutes) 

Summary:
The Board will hear the second quarter budget status report showing a projected $2.2 million General Fund surplus, well below recent years, driven by stronger-than-expected tax and interest revenues but reduced by lower Parks revenues and a $9.6 million Sheriff’s Office deficit largely due to overtime. The Board is also asked to provide feedback on proposed additional oversight of Sheriff spending and may give further direction to help control costs and maintain the County’s fiscal stability through the end of the fiscal year.

D5) Five-Year Capital Improvement Program 
(Estimated Time: 35 minutes) 

Summary:
The Board will receive and review the proposed Five-Year Capital Improvement Program outlining nearly $885 million in planned investments to maintain and improve County buildings, roads, bridges, parks, and other infrastructure. The plan prioritizes health and safety, legal mandates, maintenance, energy efficiency, and accessibility, while noting a $608 million deferred maintenance backlog. Due to ongoing budget constraints, no new one-time discretionary projects are recommended this year beyond the required County Arts Fund contribution of $212,000.

D6) Economic Impact of the Creative Economy in Santa Barbara and Ventura Counties 
(Estimated Time: 30 minutes) 

Summary:
The Board will receive a new report from the UCSB Economic Forecast Project on the economic impact of the creative economy in Santa Barbara and Ventura Counties, along with a local snapshot for Santa Barbara County. The report finds that arts and culture are a significant economic driver, generating millions in tax revenue and supporting higher-than-average wages and jobs.
