AAU SENDS LETTER WITH NDAA RECOMMENDATIONS
The Association of American Universities (AAU), of which Duke is a member, joined the American Public and Land-grant Universities (APLU) in a letter to the House and Senate Armed Services Committees regarding the FY25 National Defense Authorization Act (NDAA). They supported provisions that align Department of Defense (DOD) funding timelines with academic calendars and a pilot program for shared classified infrastructure access. However, they raised concerns about several sections, including:
-Prohibitions on DOD funding for institutions with ties to certain foreign entities.
-Restrictions on funding if academics collaborate with covered nations.
-A report requirement on partnerships with individuals from those nations.
-A ban on researchers accepting foreign-funded employment for 10 years.
-Limitations on advanced biological research funding.

The letter argued that these policies would hinder universities’ abilities to contribute to national security and warned against using the NDAA to penalize educational institutions.
