Nations divided. Maniacal leaders. Chaos abounds. The night is dark and full of terrors. But first, The Beat is bright and full of news! The GOP has shelved plans to vote on the ACA repeal this week. Lord John of House McCain (R-AZ) could be out of commission for weeks after surgery, and a vote to repeal Obamacare may have to await his return. Meanwhile, the King’s Guard has had to refute Trump's personal lawyer that it had vetted a meeting between the president's son and Russian nationals during the 2016 campaign. In a rare statement, the Secret Service stated that the younger Trump was not under Secret Service protection at the time of the meeting with the Russian lawyer, which included Trump's son and two senior campaign officials. Hence, they would not have vetted any meeting. In other news, Ann Coulter freaked out on social media because Delta Airlines moved her from comfort to a regular seat. She actually tweeted a picture of who got her seat, and Delta clapped back on Twitter prompting what can only be described as a miracle: people defending and pledging allegiance to an airline! It will be a high of 90 degrees in the nation’s capital today. But don’t be fooled. Winter is here ...

King Barack Hussein Obama, First of His Name, Raises $1 Million for Foundation
On Friday, former President Barack Obama’s foundation revealed its first corporate donations: at least $1 million from Microsoft and Exelon, headquartered in Chicago’s Loop. Top executives at Exelon have backed Obama since he launched his political career as a state senator from Hyde Park. Exelon’s senior executive vice president and chief strategy officer, William A. Von Hoene Jr., is a South Sider with longtime ties to Obama. The Obama Foundation tapped Von Hoene to be co-chair of the Obama Foundation Inclusion Council, created in October 2016 to deal with diversity issues in the development of the Obama Center. An Obama Foundation Board member, John W. Rogers Jr., a longtime friend of Obama and former first lady Michelle, is also an Exelon director. Business tycoons Lester Crown and Jim Crown, who was Illinois Finance co-chair during Obama’s 2008 campaign, have also contributed mightily. The Chicago Sun-Times says the civic-minded Crowns are likely to dig much deeper as time goes by. The significance here is they’ve started to open their substantial wallet. But there’s still a long way to go. Early phase foundation spending is estimated at $675 million dollars, according to an economic study done for the foundation, covering start-up costs, construction, programming, staff, and other operating expenses from 2015 to 2021. Hold the Door...Hol th Dor...Holder
Former AG Eric Holder is heading up a national effort to win state house races ahead of the 2020 U.S. Census, which precedes the decennial drawing of legislative and congressional maps. Chaired by Holder, the National Democratic Redistricting Committee is building a targeted, state-by-state strategy that ensures Democrats can fight back and produce fairer maps in the 2021 redistricting process. With the rise of software that can target voters by their partisan tendencies, this process is a big key to political power in the United States. "This is the first time the Democratic Party has come together this early in anticipation of the census and the lines drawn after," Holder said. "You can't wait until 2020 to focus on this." With Holder on the frontlines, he will be the main muscle holding the door and preventing crystal-eyed White Walkers from forever changing the country’s election process. Booker, Harris, and Love Ease the “SHAME!” of the Shackled
Lady Kamala of Harris (D-CA), Lord Cory of House Booker (D-NJ),
and Lady Mia of House Love (R-UT) will join the Justice Action Network, the largest bipartisan group working to reform the justice system, as they present “Women Unshackled,” a forum which will focus on the exploding number of women entering the criminal justice system. Last week, Booker introduced legislation targeted at improving the lives of the almost 13,000 women currently incarcerated across the country. He was joined by Lady Elizabeth of House Warren (D-MA). Despite being the fastest growing segment of the prison population, females in jail are often left out of conversations pertaining to prison reform and conditions. Called the Dignity for Incarcerated Women Act, the bill includes provisions that would require female inmates in federal prisons be provided free, quality sanitary products; would bar federal prisons from shackling or placing female inmates in solitary confinement while pregnant and would set guidelines that would make it easier for women to maintain ties to their family during the length of their sentence. House Aguilar Champions Dreamers
On Thursday, in the Appropriations Committee, Lord Pete of House Aguilar (D-CA) passed a key amendment that was added to the Financial Services and General Government Subcommittee appropriations bill, which would allow DACA recipients, also called DREAMers, to be eligible for federal employment. “These young men and women identify as Americans, living in the only country they have ever called home. Denying Dreamers the opportunity to serve their community and country through public service stands in stark contrast to our nation’s core values,” said Aguilar. “Expanding the pool of applicants for our federal workforce will ensure we can get the best and brightest applicants, whoever they may be. This amendment makes a commonsense change to give Dreamers the opportunities they deserve and our nation the workforce it needs.” Currently, DACA recipients must use third-party organizations or fellowship programs to access federal internships or employment. House Sultan Knows No King But the King in the North Whose Name is Obama
Aisha Sultan's UK-born husband became a U.S. citizen and received the customary welcome letter from the president, but it was not written by Donald Trump. It was signed by former President Barack Obama. The letters are typically produced by new administrations and distributed to U.S. Citizenship and Immigration Services (USCIS) field offices throughout the country. USCIS Press Secretary Gillian Christensen told The Hill that the packets signed by Obama were an administrative oversight and that some 200 letters from the previous administration were distributed. The South Remembers: CBC to Host Roundtable Ahead of Voting Commission Meeting
Ahead of Trump’s voter commission’s first meeting this Wednesday, the Congressional Black Caucus and House Judiciary Committee Democrats will host a forum tomorrow at 3P to examine voting rights and privacy concerns related to recent requests made by the commission’s co-chair, Kansas Secretary of State Kris Kobach. The CBC sent letters to the National Association of Secretaries of State and the National Association of State Election Directors raising concerns that these requests may lead to voter suppression and privacy violations. "The breadth of the information requested, including name, address, birth dates, political party affiliation, voting history, Social Security digits, and military status among other personal information is not only overwhelming but chilling from a civil rights and liberties perspective. In addition to being used to conduct further discriminatory voter purges, one shudders to think of the many ways this information could be misused,” members wrote. House Green Ready to Challenge House Lannister
On Saturday, Lord Al of House Green (D-TX) warned that he would file articles of impeachment against Trump should the GOP-led House Judiciary Committee not act on ones already filed, alleging obstruction of justice. “The president has to come before the bar of justice, and the only place that that bar of justice exists is the House of Representatives. Each member of the House can file a resolution for impeachment,” Green told MSNBC’s Joy Reid on AM Joy. The article accuses the president of obstructing justice by firing FBI Director James Comey, referring to it as “high crimes and misdemeanors” amid the probe into alleged ties between the Trump campaign and Russian election meddling. A Man Has No Name
A local Idaho CBS news affiliate tweeted a photo of Black Lives Matter activist DeRay Mckesson in an unrelated story about a bank robbery under the headline, “Would-be robber arrives early at banks to find doors locked.” The image used wasn’t even taken in Idaho, it was snapped during a July 2016 protest in Baton Rouge, LA where Mckesson and 100 others were arrested. Mckesson shared the erroneous tweet with the caption: "I haven't been anywhere near a bank robbery. FYI." And his supporters lashed out at the station. This is not the first time the media has used Mckesson’s arrest photos in order to paint Mckesson in an unfavorable light; the same Idaho station and WaPo both used a similar image of Mckesson for their reporting on that story in which it said an unidentified policeman accused Black Lives Matter leaders of "inciting and encouraging violence" at its demonstrations. A Bona Fide Trial By Combat
The fight between Hawaii and the administration over Trump’s travel ban continues. On Friday, the admin asked the Supreme Court to overturn last week's decision by U.S. District Judge Derrick Watson to expand the definition of “bona fide” family to include grandparents and others. SCOTUS has asked Hawaii to respond by Tuesday at noon to Trump's motion to block Watson’s ruling. More here.

House Luján Grisham Tries to Protect Country's Purse from Funding the Wall
On Friday, Dems made a last-minute attempt to ban the use of Defense Department funds in the construction of a proposed border wall along the U.S. southern border. However, The Hill reports that their effort was shot down 190-235 on a party-line vote. The motion introduced, by CHC Chair Lady Michelle of House Luján Grisham (D-NM), would have reinstated language in the National Defense Authorization Act (NDAA) that prohibited any funding in the bill from being used for the wall. The language was stripped from the bill by the Rules Committee on Tuesday night. Language banning Pentagon funds for wall construction was adopted by a voice vote in the Armed Services Committee last month, with the chairman saying it should pass to avoid wasting time on issues that the defense bill has no effect on. Lord Rubén of House Gallego (D-AZ) criticized the Rules Committee procedure as “a legislative magic trick, a sneaky gimmick designed to disguise their actions.” More here.
Watching the Watchers on the Wall
Donald Trump has called for an additional 5,000 border agents and 10,000 ICE agents, hence creating a rush to fill nearly 15,000 positions. Two senators want some precautions first. Lady Tammy of House Duckworth (D-IL) and Lord Dick of House Durbin (D-IL) have filed a bill that would require Customs and Border Protection (CPB) to continue testing all incoming agents. Hundreds of CBP employees have been arrested for misconduct since fiscal 2005, prompting Congress to mandate polygraph tests for the agency in 2010. But last month, the House voted to allow some law enforcement and military candidates to skip the test. Durbin and Duckworth’s legislation would subject agents at both Homeland Security agencies to continued testing on “a targeted and random basis.” More here.

A group of diverse political and public affairs professionals will gather for a press conference at the National Press Club tomorrow to announce the rollout of The National Association of Diverse Consultants (NADC). NADC will be the largest association of diverse political and public affairs professionals. The group consists of political consultants, pollsters, lobbyists, and consultants and vendors for media, digital, mail, and phones. The organization says they are dedicated to providing services that bring forth the cultural competency necessary in today's rapidly growing and diverse society. Tomorrow’s speakers will include Chuck Rocha, President of Solidarity Strategies, Albert Morales, Senior Political Director of Latino Decisions, Carol McDonald, Senior Strategist of 76 Words, and Madalene Mielke, Founder and Principal of Arum Group, LLC. The Obama Citadel in Mid-Westeros: Chicago’s South Side
Last week, The Beat highlighted Chicago’s South Side community leaders entering an agreement with the Obama Foundation, the city and the University of Chicago to sign a contract that would lay out in binding black and white the benefits South Side residents and businesses would reap from The Barack Obama Presidential Center. But, reportedly, the Obama Foundation resists the idea of a "community benefits agreement" with surrounding neighborhoods, saying it's "not the tool that will have the most lasting economic impact on the South Side." The Chicago Tribune Editorial Board weighed in with their thoughts writing, “Both sides need to recognize some fundamental realities. Community leaders must remember it's the Obama Foundation that's raising money to design, build and operate the presidential center. They're at the helm. Remember too, Obama could have put the center downtown or elsewhere in the city, and instead selected the South Side as the venue. Why? In part because he saw it as a force for rejuvenation. Conversely, the Obama group must remember that it's the surrounding community that will have to co-exist with the center, and its impact on traffic and daily life. HBCU Caucus Members Get Record Funding from The Iron Bank
On Friday, the House passed an amendment offered by HBCU Caucus members Lady Alma of House Adams (D-NC), Lord Anthony of House Brown (D-MD), and Lord Hank of House Johnson (D-GA) to the National Defense Authorization Act (NDAA) for Fiscal Year 2018 that authorizes record funding for the Department of Defense (DOD) HBCUs/Minority Institutions program. Passage of the amendment authorizes the program at $40 million, a 54% increase over the president’s FY18 proposed authorized level, and $7 million above current levels. Often the target of sequestration and budget cuts, the program received its highest authorization level since 2010. For the past seven years, the DOD has awarded more than 275 competitive research and equipment grants to HBCUs and MIs, including Morgan State University, North Carolina A&T State University, and Clark Atlanta University. The program was uniquely designed to bring diversity and people of color into the military from HBCUs, Predominately Black Institutions, Hispanic-Serving Institutions, Tribal Colleges and Universities, and Asian American and Pacific Islander Alaskan Native-Serving Institutions, by cultivating and strengthening their scientific and technical infrastructure and academic capabilities. In addition, the program supports Centers of Excellence (COEs) for Battlefield Capability Enhancements. The HBCU Caucus is co-chaired by Adams and Lord Bradley of House Byrne (R-AL).

The House Wants Answers from King's Landing
House Democrats plan to offer resolutions of inquiry that automatically trigger floor votes if they don’t get action in committee within 14 legislative days. Lady Pramila of House Jayapal (D-WA) is requesting documents or records from Trump relating to his abrupt firing of James Comey as FBI director in May and AG Jeff Sessions’ involvement in the decision. It will go to the House Judiciary Committee for consideration. Jayapal joined House Minority Leader Lady Nancy of House Pelosi (D-CA) and several other lawmakers at a press conference last Friday in the Capitol to announce the plans. The House Judiciary panel already rejected multiple previous resolutions of inquiry earlier this year that demanded documents from the DOJ connecting the Trump campaign with the Russian government’s 2016 election interference. The Battle of Hardhome
Lord Ted of House Cruz (D-TX) introduced an amendment which allows insurance providers to sell plans that do not adhere to Obamacare regulations as long as they sell one plan that does meet the requirements. On Friday night, a letter from America's Health Insurance Plans and the Blue Cross Blue Shield Association warns that Cruz's insurance deregulation provision would hurt people with pre-existing conditions. Senate Republicans may not use the Congressional Budget Office (CBO) to score the controversial amendment. Lord John of House Thune (R-SD) said analysis from the Trump administration -- including the Health and Human Services Department and the White House Office of Management and Budget -- might be used instead of the nonpartisan CBO. The move would be unusual and would likely be highly controversial and a major departure from using the CBO. More here.

Legislating the Wars to Come
The Hill reports that a push to include a new war authorization in a House spending bill appears to have hit a roadblock, while a separate provision forcing Congress to discuss a new war authorization was stripped from the chamber's annual defense policy bill this week. Lady Barbara of House Lee (D-CA) fears her provision forcing Congress to vote on a new Authorization for Use of Military Force (AUMF) will be stripped out of the House Appropriations defense spending bill. Lee had offered an amendment to revoke a 2001 AUMF in eight months. GOP leadership is not pleased with the language, despite the measure being surprisingly backed by both Republicans and Democrats when it was voted into the House defense spending bill in late June. The Foreign Affairs Committee also argues the provision violated the House’s rules, claiming it was out of order. Lee, who voted against the defense policy bill, is adamant that stripping language for her measure in the spending bill would be a mistake. Get the full story here.
High Lords Meet and Exclude the First Men
It’s happened before, and it happened again last Thursday: Republicans on the House Natural Resources Committee failed to invite an actual tribal leader to talk about one of the most important issues in the Native American communities: the land-into-trust process. For the hearing, Democrats were allowed to pick only one witness. And that's how Kirk Francis (pictured), the president of the United South and Eastern Tribes and the chief of the Penobscot Nation, ended up being outnumbered on the panel. Before the hearing even started, committee ranking member Lord Raúl of House Grijalva (D-AZ), called it a “waste of the committee’s time” and an “insult” to tribal interests, adding that the committee has done little to advance its agenda. The committee has only held one markup on Native American legislation since January, and the Subcommittee on Indian, Insular, and Alaska Native Affairs has only met five times since the beginning of the year. More here.

False Claims to the Faith Militant on the Keystone Pipeline
In an interview with the Christian Broadcasting Network’s Pat Robertson on The 700 Club, Donald Trump stated, “The Keystone Pipeline and the Dakota Access Pipeline will lead to "thousands of thousands of jobs." PolitiFact rated that claim as false. The Keystone Pipeline runs from Canada to Texas, but Nebraska has yet to approve the proposed extension route of the Keystone XL, which would go through Montana, South Dakota, and Nebraska. Native American tribes -- including the Ponca Tribe and Sioux Tribe of Nebraska -- worry that a leak would contaminate sources of water such the Ogallala aquifer beneath the Great Plains, which is one of the world’s largest sources of groundwater. Protests, including a campaign to build solar panels in the pipeline's path, called Solar XL, have already emerged. More here.

On Friday, Lord Bennie of House Thompson (D-MS) delivered the Democratic weekly address. As the ranking member of the Homeland Security Committee, Thompson highlighted the need to get to the bottom of Russian interference in U.S. elections and highlighted the launch of the Congressional Task Force on Election Security to determine how to protect our nation’s election system in the future. “We must get the truth about Russia’s meddling and the full extent of the Trump Campaign complicity. But we must also take action to protect our elections and our election infrastructure next time. That is why House Democrats launched the Congressional Task Force on Election Security, which I am proud to co-chair with Congressman Brady from Pennsylvania,” Thompson said. A Black Walker Rises in the South
A new monument was erected in Richmond, VA. Maggie L. Walker started a newspaper. She was the country’s first woman to found a bank. She was a humanitarian, a teacher, an icon of her community in 1920s Richmond. She was the daughter of a former slave. And she’s also the great-great grandmother to People for the American Way’s Diallo Brooks. WaPo reports that Walker’s accomplishments in the face of racial oppression and segregation have never been honored in her hometown in the same way as the Confederate leaders whose statues are the focal point of downtown Richmond. But on Saturday, 153 years to the day that she was born in the former capital of the Confederacy, Walker got her own monument, a towering statue of her as she lived -- her glasses pinned to her lapel, a checkbook in hand.
