Guess what? It's our birthday!! We officially turn one today! And we're kicking off our birthday with a chaotic scene. #ThanksTrump First, to the Hill, where later today, the Senate will vote on something dealing with repealing Obamacare, though as of this writing, no one knows what bill will actually come to the floor for a vote. What we do know is there hasn’t been a single hearing, no markup, and it was crafted behind closed doors. Though, the vote must be close if Senator John McCain (R-AZ) is coming back to vote on the bill despite his being in treatment for brain cancer. He basically needed a doctor’s note to travel to vote on a bill that will deny healthcare to millions, but not to Congress members since they've exempted themselves. This morning, Donald Trump tweeted that it was “so great” that “American hero” McCain was returning for a vote. So, for those keeping track, he’s a hero for coming back for a vote that Trump wants. But not for fighting in a war and being captured and tortured. Speaking of torture ... Trump’s tweets this morning. We can't even . See for yourself. Today is poised to be a crazy day. CBC Calls for Sessions’ Resignation
Saying that AG Jeff Sessions had lied more than once under oath, the 49-member Congressional Black Caucus called for his resignation yesterday. In a statement, the CBC said that most of its members had voted in favor of asking Sessions to resign. "Attorney General Sessions is unfit to serve as the top law enforcement official in the nation and should resign from the position immediately,” they said. “As the old saying goes, 'fool me once, shame on you, fool me twice, shame on me.' Attorney General Sessions is treating Congress and the American people like fools." The CBC’s vote came at the end of last week, before the WaPo’s report that intel communications suggested Sessions had spoken to Russian officials about the Trump campaign. CBC Chairman Cedric Richmond (D-LA) had previously called for Sessions to resign after reports claimed that he lied under oath about meeting with Russian officials during the 2016 presidential campaign. However, Monday’s statement represents the views of a majority of the caucus Richmond leads. Read more here.

Lieu Continues Push to Pull Kushner’s Security Clearance and Funding
Congressman Ted Lieu (D-CA), who has repeatedly called for pulling the security clearance of First Son-in-Law Jared Kushner, on Monday introduced two bills that would strip funding from Kushner’s WH office. The Make America Safe Appropriations Act for Fiscal 2018 would stop salary payments and funding for office expenses and support staff for anyone who has resubmitted a security clearance form more than two times to add previously undisclosed contact with Russian officials. The legislation also mandates that said person would not be able to receive classified information. Kushner has updated his security clearance form multiple times since arriving at the White House but he denies any wrongdoing. The second bill is one that Lieu offered earlier this year that would block Defense Department funds from being used to conduct business with any entity owned or controlled by the president or his immediate family. Lee Not Letting War Amendment Go Down Without a Fight
Congresswoman Barbara Lee (D-CA) is not letting House Speaker Paul Ryan (R-WI) strip her amendment to limit presidential war powers without a fight. Yesterday, Lee submitted two amendments to the House Rules Committee. One would reinstate the language revoking the Authorization for Use of Military Force (AUMF) -- which passed with overwhelming bipartisan support by the House Appropriations Committee before being removed by Ryan in the middle of the night, and one which would force an end to the AUMF by ending its funding. Both bills would end the AUMF eight months after the bill is signed. “House Republican leadership has shown that they will stop at nothing to prevent a war debate,” Lee said in a statement. “By killing my amendment — without a vote, in the dark of night — Speaker Ryan has undermined the democratic process and forsaken our constitutional responsibilities.” GOP leaders have said they are uncomfortable repealing the current war authorization without having a replacement. Native American Woman Announces Run in Utah
Democrat Carol Surveyor, a citizen of the Navajo Nation, is hoping to become the first Native woman to serve in Congress. Announcing her campaign on Friday, she is pitching herself as a much-needed alternative to Utah's historically all-Republican and -- up until very recently -- all-male congressional delegation. "As a single mother of three, I am concerned about the future of my daughters and their rights, protection, and the lives on this planet," Surveyor said in a press release. "I know what it's like to not be able to afford healthcare, a home of my own, education for my children, and the simple things like enjoying a vacation to national parks and monuments." As the co-founder of the Utah League of Native American Voters, Surveyor raised her profile in recent months as tribes and tribal citizens push back against policies advanced by Republican elected leaders throughout the state. Among issues she has championed is Bears Ears National Monument, whose boundaries are being questioned by the Trump administration. More about Carol here.
Tina Tchen and Valerie Jarrett Help Women Galvanize
Barack Obama alumnae Valerie Jarrett and Tina Tchen, former leaders of the White House Council on Women and Girls, joined forces with a new national organization called The Galvanize Program. As record numbers of women across America embrace activism and express interest in holding political office, Galvanize is encouraging those efforts to mobilize and organize. Earlier this month, they hosted an event in Chicago and drew several celebs, including Oprah Winfrey and Kerry Washington, along with some 5,000 women from the U.S. and abroad. Galvanize is headed by Jordan Brooks, who serves as managing director and COO; Renee Johnson, a former Capitol Hill staffer who’s on a mission to encourage more Black women to enter politics, is the national training director. A host of speakers, advocates and community leaders were part of the kickoff, ranging from members of Congress Robin Kelly (D-IL), Danny K. Davis (D-IL), and Senator Dick Durbin (D-IL) to millennial leaders Eva Lewis, founder of The I Project and co-founder of Youth for Black Lives. Essence Magazine has more.

NRA’s Latest TV Ads Warns of Thousands of White Families Being Tortured
The NRA’s TV ads have reached a new level with yet another offensive ad. “Our race relations are strained here in America after eight years of Barack Obama, but nowhere near as bad as it is in South Africa, where white families are being tortured and killed almost every day in racist violence,” said NRA TV host Grant Stinchfield. “It is a warning for the United States that you will never hear from the mainstream media in this country.” Huh?? Hate crimes in South Africa have long been an issue. However, as HuffPost reports, it’s primarily refugees, immigrants, and the LGBTQ community who suffer. In March, the country launched a “hate crime unit” to combat growing violence against Nigerians. No reports of thousands of white families being murdered and tortured. Stop it, NRA. Age Ain’t Nothing But a Number: 22-Year-Old Runs for Mayor of New Orleans
Birmingham Southern College graduate Hashim Walters wants to become New Orleans' next mayor. In an interview with WWL-TV, Walters said his plans would include increasing access to affordable housing, providing better public safety, and additional job opportunities and training for people in the city. He interned at City Hall last year for one of the city's council members and has always loved politics. Walters completed his bachelor's degree with a major in media and film studies, was elected twice as Black Student Union president at BSC, and was a member of Alpha Phi Alpha Fraternity, Inc. He is one of 18 candidates running for mayor, and he is running as an Independent candidate. "Why not run for Mayor?" Walters said, "There was a time where people said, JFK, that he was inexperienced. They didn't think that he was qualified to run for president but for his two years in office, he did a great job." The Company Lab (CO.LAB) Finds a New CEO: Marcus Shaw
Former Maryland native and new Chattanoogan Marcus Shaw has joined The Company Lab (CO.LAB) as its new CEO. Shaw is the former senior director of business development and partnerships for Management Leadership for Tomorrow (MLT), a DC-based nonprofit that helps build diversity and leadership pipelines for corporate institutions, nonprofit organizations, and government agencies. “Marcus has an extraordinary range of experience dealing with the issues that face entrepreneurs,” said Rick Hitchcock, chair of the CO.LAB board of directors. “The board is confident that, under Marcus’ leadership, CO.LAB will dramatically increase its capacity to help entrepreneurs imagine, build and grow successful startup businesses.” Shaw earned a bachelor’s degree in Mathematics from Morehouse College and a bachelor’s degree in Electrical Engineering from Georgia Institute of Technology. He subsequently earned an MBA from Duke University’s Fuqua School of Business. Mr. Shaw started his career as a network engineer with IBM and is currently a member of the Minority Alumni Advisory Board at Duke University’s Fuqua School of Business. Meet him here.

Former Detroit Mayor Kwame Kilpatrick Says He Tried to Beat Up His Lawyer
In his latest effort to vacate his 28-year-prison sentence, the Detroit Free Press reports that former Mayor Kwame Kilpatrick is throwing another punch at his former attorney. This time he is claiming he tried to beat up his lawyer right before jury selection over a disagreement. But the attorney, Kilpatrick claims in a court filing, ran around a conference table, threatened to call the police, and have him locked up for the duration of the trial. The story, detailed in a 38-page filing in U.S. District Court, aims to bolster Kilpatrick's longtime argument that he was wrongfully convicted of multiple corruption crimes because -- in part -- he was forced to go to trial with an attorney he had lost trust in and didn't want. To date, Kilpatrick has lost all his appeals, and this year the U.S. Supreme Court declined to hear his case. But Kilpatrick isn't giving up. Get more of this story here.
California Gubernatorial Candidate Breaks Down Infrastructure Repair at Comic Con in True Superhero Fashion
This year’s Comic-Con in San Diego was apparently more than an opportunity for Game of Thrones enthusiasts to trade fan theories. This time around the annual gathering made room for public policy wonks as well. Yesterday, we told you about Congressman John Lewis (D-GA) leading a march while promoting his graphic novel. On Saturday, in a lively panel called "Who Cleans Up the Mess?", a collection of politicians and civil servants looked at how civic life would be different if the dazzling superhero battles seen in blockbusters year after year came to life. Among them was California Treasurer and gubernatorial candidate John Chiang, who used X-Men footage as a jumping-off point to talk about the need for infrastructure repair. Chiang also used a scene of Tobey Maguire's Spider-Man damaging high-rises while trying to stop a runaway train, to talk about the need for more affordable housing. And he wasn’t the only politician on stage. More here.
Green Says No Pardons on His Watch
Congressman Al Green (D-TX)
said he plans to introduce a bill that would prevent presidents from being able to pardon themselves. “To allow such would not only place the President above the law, it would make the President his own final judge, jury, and prosecutor. The President would in fact become the law.” Green said he plans to introduce the bill because of a “love for my country,” adding that the phrase “no one is above the law” is “the heart of American Jurisprudence.” The statement comes among increasing reports that Trump is considering using his power to pardon himself or other members of his administration for any offenses related to the Russia probe. Congressional Funding for Native Students Declining
Across the country, American Indian and Alaska Native students are disciplined more than most other racial groups, and they have a dropout rate twice the national average, resulting in what academic experts call a nationwide “crisis” for Native students. Many tribal leaders and education experts say these dismal statistics reflect, at worst, overt discrimination -- and, at best, the alienation that Native students feel in a school system that has few Native teachers overall, as well as limited lessons on Native American history and culture. The Nation reports that for decades, Congress has allocated money to enhance learning opportunities for Native students, who are among the poorest in the nation. But that amount is steadily declining on a per-pupil basis, and there is little oversight of how the money is actually spent. More on this here.
Zuckerberg Sees Native America First Hand
An op-ed in The Hill takes a look at Facebook founder Mark Zuckerberg’s visit to the Blackfeet Indian Reservation in Montana last weekend. Zuckerberg took to Facebook to shed light on how federal policies have failed Native Americans and delved into the current state of reservation economies. Research shows that the lack of independent judiciaries stifles growth on reservations. Tribes without independent judiciaries have per capita income 30 percent below those with and growth rates 20 percent below. Zuckerberg explains why investment is lacking: “When outside businesses invest and, for example, try to collect payment from members of the tribe, they find the courts always rule in favor of tribal members. This creates a massive disincentive for people to invest or start new businesses, which in turn reduces opportunity and jobs.” Read Zuckerberg’s full Facebook post here.

CBC Hosts Twitter Town Hall
Tomorrow, the Congressional Black Caucus will host a Twitter town hall from 10 A to 7P, focusing on Trumpcare and how it will negatively impact all Americans, including the 78 million Americans that the bipartisan, bicameral 49-member caucus represents. During the town hall, CBC members will take over the @OfficialCBC Twitter account using Twitter’s video-reply technology and respond to questions and comments from tweeters. Tweeters can use the hashtag #CBCOnHealthcare. Members participating include CBC Chair Cedric Richmond (D-LA), Assistant Democratic Leader James Clyburn (D-SC), Bobby Scott (D-VA), Gwen Moore (D-WI), Marcia Fudge (D-OH), Joyce Beatty (D-OH), Robin Kelly (D-IL), and -- schedules permitting -- a few more. DC Named One of the Most Segregated Cities in America
Next year will mark the 50th anniversary of the Civil Rights Act of 1968, popularly known as the Fair Housing Act. Despite that law, housing discrimination has never fully disappeared, and the effects of decades of discrimination are evident in U.S. cities -- many of which still highly segregated. 24/7 Wall St. reports that the forced segregation of Black Americans in neighborhoods with suboptimal schooling, poor public transportation, and fewer job opportunities has led to worse social and economic outcomes for residents in those neighborhoods. They name the 16 most segregated cities in the United States, and the nation’s capital is number 16. Chocolate City is no more. The report found that segregation in DC largely occurs along the Anacostia River, with many poor, Black neighborhoods concentrated in the southeastern parts of the city. Other cities named on the list include Atlanta, Baton Rouge, Philly, St. Louis, and others. Click here to see the full list.
Senators Speak on Issues Affecting the African American Community
Senators Tammy Duckworth (D-IL), Kamala Harris (D-CA), and other members spoke yesterday during a legislative panel at the 108th annual NAACP National Convention in Baltimore, calling for the need to focus on criminal justice reform, economic issues -- including the importance of supporting minority-owned businesses -- and other issues affecting the African American community, such as higher education affordability and restoring trust between the community and law enforcement. “In order to move towards economic justice, we also need to reform our criminal justice system,” said Duckworth. “That means we need to restore trust between law enforcement and local communities, while also working to improve our prison system and reduce recidivism.” In her remarks, Harris focused on the practice of money bail, which requires individuals awaiting trial to remain in jail unless they can pay for their release. “In a system that is supposed to have blind justice, is it not an injustice that the person who can pay to get out of jail gets out for the same offense, but the person who can’t pay to get out of jail sits in jail with all these other residual consequences?” Harris said. “That is wrong. Let’s be clear about something else. On this issue then, it is not only about criminal justice reform. This is also a matter of economic justice. Courts Rules Police Cannot Hold Undocumented Immigrants
On Monday, the Supreme Judicial Court in Massachusetts ruled that police do not have the authority to detain undocumented immigrants solely to buy time for federal law enforcement officials to take them into custody. The decision amounts to a rejection of requests by the federal Immigration and Customs Enforcement (ICE) agency for courts and law enforcement agencies to hold undocumented immigrants facing civil deportation orders in custody for up to 48 hours after their cases are resolved. "Massachusetts law provides no authority for Massachusetts court officers to arrest and hold an individual solely on the basis of a Federal civil immigration detainer, beyond the time that the individual would otherwise be entitled to be released from State custody," the court wrote in its decision. This decision could cast a wide shadow of influence as state laws continue to butt heads with federal laws.  More here.
Dems Push Against Efforts to Fund Border Wall
BOLD PAC, the campaign arm of the Congressional Hispanic Caucus, today is releasing a new digital ad targeting GOP lawmakers who support funding a wall along the U.S.-Mexico border. The ad includes photos of Republican legislators alongside Trump, and phone numbers to call the representatives “The Congressional Republicans are proposing to approve $1.6 billion for a wall from American taxpayers. This is a clear sign that they support Trump’s divisive policies, which rip families apart and hurts the American economy," said BOLD PAC chair Congressman Tony Cárdenas (D-CA). Democrats were able to block wall funding in the spending bill passed in May. The ad is part of a comprehensive Democratic effort to again defeat any attempts at funding a border wall. Congressman Rubén Gallego (D-AZ) yesterday joined community activists on a press call to criticize Republican efforts to add $1.6 billion to the Defense Department budget bill. “Instead of wasting billions of dollars on antiquated, massively expensive walls that have devastating impacts on communities, wildlife, and the environment – or on deportation agents and detention beds we don’t need – we should invest in measures to improve quality of life in  border communities, upgrade our crumbling ports of entry, and ensure that tourism and trade are thriving as economic engines for the whole country,” Gallego said. More here from The Hill.
ICE Agent Speaks Out
The New Yorker has a fascinating piece detailing the experiences of a veteran Immigration and Customs Enforcement (ICE) official amidst his growing disillusion with the agency. Over four months, the agent discussed the changing culture, the brazenness of some of his fellow agents after Trump’s election, and his worries of  “ethnocentric” agents. Initially, the ICE agent had agreed to speak to The New Yorker as long as they didn’t publish anything, but that changed after the recent announcement that ICE would begin making a push to arrest unaccompanied minors. “We used to look at things through the totality of the circumstances when it came to a removal order—that’s out the window,” the agent said. “I don’t know that there’s that appreciation of the entire realm of what we’re doing. It’s not just the person we’re removing. It’s their entire family. People say, ‘Well, they put themselves in this position because they came illegally.’ I totally understand that. But you have to remember that our job is not to judge. The problem is that now there are lots of people who feel free to feel contempt.” The piece is required reading for anyone interested in the changing immigration system. Read it here.

Time Inc. Looks to Sell Essence
WSJ reports that Time Inc. is looking to sell a majority stake in Essence Magazine. It’s the first big move by the publisher since it decided this spring against selling the entire company. “We want to unlock the value here,” said Rich Battista, Time Inc.’s chief executive, in an interview. “We think the best way to do that is to bring in a strategic partner with investment capital. We’re keeping an interest because we see real upside.” Mr. Battista said he hopes to complete a transaction by the end of the year. Time Inc., which is struggling with declining print advertising revenue like much of the publishing industry, ended discussions with potential buyers in late April. The media company said at the time it intended to focus on its core brands, among them People, InStyle, Real Simple, and TIME. Time Inc. also said it would look to outright sell some of its noncore assets. Battista said he viewed Essence as core, despite the decision to look for a majority investor. Battista cited Essence’s events business, its growing digital presence, and its long relationship with big marketers, as reasons for optimism. A new investor might have the resources to enable Essence to expand its growing events business at a time when many publications are seeking new revenue opportunities. More here.
