Trump’s five hours in Puerto Rico yesterday left us speechless. But, San Juan Mayor Carmen Yulín Cruz is never without words and lambasted the president’s behavior. “This terrible and abominable view of him throwing paper towels and throwing provisions at people, it does not embody the spirit of the American nation,” Cruz said. The White House is preparing to send a  $29 billion disaster aid package to Congress today that combines $16 billion to shore up the government-backed flood insurance program with almost $13 billion in new relief for hurricane victims. Meanwhile, Trump is headed to Vegas as we send this. And just two days after a white American gunman killed more than 58 people, Senator James Inhofe (R-OK) said the country is “inundated with permissive laws”  like those in “sanctuary cities” where local law enforcement doesn’t enforce all federal immigration laws  perpetuating the “cultural problem” behind mass shooting. Huh?? So people of color are still to blame? We can’t this morning. Anyway, in the White House version of The Apprentice, sources say Secretary of State Rex Tillerson was on the verge of resigning this past summer after Trump’s speech to the Boy Scouts. But VP Mike Pence coaxed him into staying. Apparently Tillerson referred to 45 as a moron. Obama Heads to Brazil to Host Roundtable for Young People
On Thursday, President Barack Obama will host a roundtable with young civic leaders in São Paulo, Brazil to discuss the issues affecting their communities and the work that they are doing to pursue positive change. Obama will hear directly from young people making a difference in their communities, and learn how the Obama Foundation can bolster their efforts by giving them the necessary tools and resources for success. The roundtable will include 11 young leaders – six men and five women – from across Brazil, including São Paulo, Rio de Janeiro, and Salvador. Each individual is working on critical issues about which POTUS and FLOTUS44 are deeply passionate, including civic engagement, social inequality, climate change, and public education. Yesterday, we told you that Michelle Obama was slated to speak at the Pennsylvania Conference for Women in Philadelphia with Shonda Rhimes. Well, Barack Obama managed to steal the show briefly when he interrupted the interview with a 25th wedding anniversary video message to his wife. He first apologized to the crowd for crashing their event, and then he launched into a two-minute declaration of love and praise for the Mrs. "The idea that you would put up with me for a quarter of a century is a remarkable testament to what a saintly, wonderful, patient person you are. It was a lot easier for me to do it because the fact of the matter is that not only have you been an extraordinary partner ... but you have also been an example to our daughters and to the entire country. Your strength, grace, your determination, your honesty, the fact that you look so good doing all this is remarkable. ... And it is truly the best decision that I ever made to be persistent enough in asking you out for a date, that you finally gave in. I hope you feel the same way." Michelle Obama’s Message to Youth and Women
Before Barack Obama “crashed” the party, former First Lady Michelle Obama spoke out against the current political climate while talking with Shonda Rhimes. Noting the differences between the Obama and Trump presidencies thus far, FLOTUS44 stated that “Many of the young people today, they only know Barack Obama as their president and what that standard felt like and what kind of messages were being talked about. They grew up only under hope and possibility and options and opportunity and creating more space ... I think they will feel some of what's happening now as intrinsically not what they were taught." She also spoke about the tragic events in Las Vegas, her post-White House life, and what’s next for the Obama Center. CNN has more here.

Holder-led National Redistricting Foundation Sues Georgia
The National Redistricting Foundation has accused Georgia of violating the Voting Rights Act. The Eric Holder-led group is claiming that the Georgia GOP gerrymandered two state legislative districts to protect the incumbents and minimize the voting power of African Americans. The lawsuit, filed by 11 residents who live in and around those districts in metro Atlanta, claims that the boundary lines of the districts represented by Republican state Reps. Joyce Chandler and Brian Strickland were changed to increase the number of white voters to protect both incumbents. The Atlanta metro area, Holder said, is “becoming a lot more competitive, and they, through this mid-cycle redistricting, made the determination that this was something that was threatening to them.” More here from the NYT.
Obama HHS Secretary Sebelius Testifies in Menéndez Trial
At his federal corruption trial on Tuesday, more details emerged about the 2012 meeting between Senator Robert Menéndez (D-NJ) and former Obama administration Health and Human Services Secretary Kathleen Sebelius. Sebelius went into detail about the "unusual" meeting, which was arranged by then-Senate Majority Leader Harry Reid. CNN reports that the meeting was the only time that Sebelius remembers in her 5½ years at HHS where Reid asked her to come to a meeting with another member of Congress, though she could not recall either legislator mentioning Dr. Salomón Melgen, Menéndez’s co-defendant. "I don't exactly know what he wanted other than for me to do something," Sebelius said. More here.

Jayapal Wants Dignity for Detained Immigrants
Yesterday, Congresswoman Pramila Jayapal (D-WA) and Congressman Adam Smith (D-WA) introduced the Dignity for Detained Immigrants Act, legislation to reform the immigration detention system. This bill would end the use of private facilities, and calls for the Department of Homeland Security to take over ownership and operation of all detention facilities within three years. It also repeals mandatory detentions and requires the Department of Homeland Security to establish legally enforceable civil detention standards in line with those adopted by the American Bar Association. “The high moral cost of our inhumane immigration detention system is reprehensible. Large, private corporations operating detention centers are profiting off the suffering of men, women and children. We need an overhaul,” said Jayapal. “It’s clear that the Trump administration is dismantling the few protections in place for detained immigrants even as he ramps up enforcement against parents and vulnerable populations. This bill addresses the most egregious problems with our immigration detention system. It’s Congress’ responsibility to step up and pass this bill.” More here.
Cleaver and Watson Coleman Tell @Jack that Twitter Must Combat Hate, Racism, and Bots
Congresswoman Bonnie Watson Coleman (D-NJ) and Congressman Emanuel Cleaver (D-MO) sent a letter on Tuesday to Twitter CEO Jack Dorsey about their concerns that Twitter and other social media platforms are being used to propagate hate and undermine democracy. Their letter urges Twitter to take immediate action to identify and suspend Twitter accounts and automated bots that are being used to spread racist and violent behavior, and to adopt measures to hold those users accountable. “We are disturbed by the ease in which foreign actors were able to manipulate your platform to advance anti-American sentiments that both exacerbates racial tension and ultimately threatens our democracy. More importantly, we are disappointed by the silence from you and others in your industry on ways to counter such blatant manipulation of this medium to build racial animosity, the consequences of which are quite literally life threatening. If Twitter continues to prove unable or hesitant to grasp the seriousness of this threat and combat the racialized climate that is being stimulated on your platforms, we, as Members of Congress, will be left with little option but to demand for increased regulations and government oversight of this industry to address these problems,” the letter reads. @Jack, you’re going to need more than 280 characters to reply. Curbelo Says Durbin Wanted Him Disinvited from News Conference on "DREAMers"
Congressman Carlos Curbelo (R-FL) told The Hill that Senate Minority Whip Dick Durbin (D-IL) threatened to back out of a pro-immigration news conference on Wednesday unless Curbelo was disinvited. FWD.us, a pro-immigration reform advocacy group led by Facebook founder Mark Zuckerberg, had originally invited Curbelo, Durbin, and Senator Lindsey Graham (R-SC). “No, it’s not true. FWD reached out to us for a press conference on the DREAM Act and that’s what we will be talking about tomorrow,” said Durbin spokesman Ben Marter. “One thing Sen. Durbin has said repeatedly is that he is open to any discussion for how to give permanent legal status to the Dreamers.” In a statement, FWD.us said the news conference was always supposed to be focused on the DREAM Act and said the dust-up was the result of a “miscommunication” with Curbelo’s office. DNC Chair and FL Legislators Travel to Puerto Rico
DNC chair Tom Pérez and Florida Democratic state lawmakers were part of a delegation that traveled to Puerto Rico earlier this week to deliver Hurricane Maria relief aid, such as power generators and chainsaws. They traveled to areas outside of the capital city of San Juan, adding that the more remote areas are of greater need. “I know the people who are there, in the front lines, are doing their best,” Pérez told the Tampa Bay Times. But he said he “saw no evidence of FEMA” in rural areas and said setting foot on the island’s hardest-hit areas gave him a renewed urgency to help. The group returned with several Puerto Ricans who were going to receive medical attention, and FL Governor Rick Scott announced the establishment of relief centers in five counties to help any incoming evacuees from Puerto Rico with information on housing, school enrollment, and job placement. More here.
Maria’s Death Toll in Puerto Rico More Than Being Reported
Governor Ricardo Rosselló has raised the official death toll caused by Hurricane Maria in Puerto Rico to 34. However, according to reports, t
he death toll in Puerto Rico is being grossly underreported. Latino Rebels highlights that the fatalities related to circumstances created by the hurricane are still mounting with each passing day, and official numbers are not counting patients who are not receiving dialysis, oxygen, and other essential services. The dead are at the hospital morgues -- which are at capacity -- and in remote places which the government has yet to reach. In many cases, families are unaware of the deaths. Furthermore, Latino Rebels learned that the Institute of Forensic Sciences is also full of bodies and that 25 of those allegedly are hurricane victims. It’s unclear what is happening with the deceased who are at the morgues of the 51 hospitals that have had to close their doors, as it has been impossible to communicate. Puerto Rico’s Secretary of Health Rafael Rodríguez-Mercado acknowledged that hospital morgues are full, including the one at the Medical Center in Mayagüez. He said the accumulated bodies cannot be removed from the morgues by funeral homes until the deaths can be certified by the Demographic Registry, which barely began operating from regional emergency centers on Monday. FCC Chair Proposes Effort to Help with Communications in Puerto Rico and USVI
FCC Chair Ajit Pai proposed on Tuesday to allow carriers to use money provided through the Universal Service Fund’s program to repair and restore communications networks throughout Puerto Rico and the U.S. Virgin Islands. He is also proposing to give carriers operating in those territories the option of receiving Universal Service Fund allocations in advance. Instead of receiving a standard monthly payment, carriers could elect this month to receive seven months’ worth of funding immediately in order to expedite repair and restoration efforts. “Given the urgent situation in Puerto Rico and the U.S. Virgin Islands, I am asking Commissioners to approve it as soon as possible. If this proposal has not been adopted by the FCC’s October 24th meeting, we will vote on it then,” Pai said. More here.

Woodfin Wins in Birmingham
Randall Woodfin beat incumbent Mayor William Bell 58% - 41% on Tuesday night, becoming the next Mayor of Birmingham, AL. Woodfin, a Morehouse College graduate, had won the 12-candidate primary in August with 43% of the vote, while Bell came in second with 35%, forcing a runoff. “I think this is a historic night for our city, for our community. I think how people run campaigns is a glimpse into how they govern. We made this campaign 100 percent about the people of Birmingham, focusing on their issues, their struggles, their desires for the direction of the city,” said Woodfin, a 36-year-old former Board of Education President supported by the Bernie Sanders-backed campaign group Our Revolution. Woodfin makes history as the youngest Birmingham mayor since 1893. “People want change. I don’t think they want it for change sake. As I have always said, people want to participate in progress. Mother of Jordan Davis Running for Office
The mother of slain teen Jordan Davis wants to take her passion and activism to the Georgia State Legislature. Lucy McBath is running to represent Georgia’s 37th district. As the faith outreach leader of Moms Demand Action, McBath has devoted her life to teaching others about the pervasiveness of gun violence. The 1982 University of Georgia advocate worked for Delta Airlines for 30 years and is an active member of the Delta Sigma Theta sorority. On November 23, 2012, Jordan Davis and his friends stopped at a Jacksonville, FL gas station with their car stereo playing loudly, and was subsequently shot by Michael Dunn. In the few years since Jordan’s death, Lucy has testified before a Senate Judiciary Committee Subcommittee on the “Stand Your Ground” laws, participated in then-President Obama’s unveiling of My Brother’s Keeper Initiatives for minority young men, and has spoken at the Harvard Kennedy School, Morehouse College, NYU, Yale University, Northeastern University, and the University of Miami. What Happened at Ursula Burns' First Uber Board Meeting
We told you on Monday about the drama newly appointed Uber board member Ursula Burns was walking into. Ousted CEO Travis Kalanick appointed Burns and former Merrill Lynch CEO John Thain to the board, even though new investor SoftBank reportedly wanted those seats. Well, the first board meeting happened on Tuesday and Burns called into the meeting. So did the current CEO, Dara Khosrowshahi, who was in London trying to get Uber's license renewed. The board of directors failed to approve governance changes that would have formally prevented Kalanick from ever again taking charge of the company. But they did vote unanimously to move forward with the proposed investment by SoftBank, which will amount to $1 billion to $1.25 billion. Uber investor Shervin Pishevar was not pleased, saying in a statement, “They may think they have won a battle today but rest assured they will lose the war. After today’s Board decision, stripping early employees and others of the voting rights they bargained for, we are moving forward with a class action lawsuit.” Board beefs get real. More here.
KPMG Names Obama Alumna as New General Counsel
On Monday, KPMG LLP, the U.S. audit, tax, and advisory firm, announced the appointment of Tonya T. Robinson to the post of General Counsel. In 2001, Tonya served as Counsel to then-Senator Joseph Biden, Jr. on the Senate Judiciary Subcommittee on Crime, and then served as a partner in the law firm WilmerHale in DC before joining President Barack Obama's Domestic Policy Council as Special Assistant to the President for Justice and Regulatory Policy. After leaving the White House, Tonya joined HUD as Principal Deputy General Counsel before being named Acting General Counsel. The North Carolina native is a graduate of Duke University where the member of Delta Sigma Theta Sorority became the University's first African American woman to be elected student body president. Following graduation, lived in South Africa for a year as she pursued a postgraduate degree at the University of Cape Town. Upon her return, she worked on Capitol Hill, completing stints for Congressmen David Price (D-NC) and Lloyd Doggett (D-TX) before graduating from Harvard Law School. Harris Faulkner Gets Her Own Show at Fox News
On Monday, Fox News Channel (FNC) unveiled a new daytime lineup which features Harris Faulkner anchoring her own 1P newshour called Outnumbered Overtime with Harris Faulkner. The announcement said that each day Faulkner will continue the conversation on the top news stories by utilizing the resources of FNC journalists in the field, plus one-on-one interviews with newsmakers, and roundtable discussions with the network’s top contributors. Puerto Rico Highlights Lack of Latino Voices at Networks
Former Good Morning America reporter Antonio Mora called out Fox News for their lackluster coverage of the critical situation in Puerto Rico after Hurricane Maria. While appearing on Fox News’ MediaBuzz, Mora told Howard Kurtz that a dearth of Latino voices was a major contributor to the relative lack of coverage the crisis in Puerto Rico has received from Fox, as well as other networks. “Honestly, the only way I can explain it from a network standpoint, is that simply there’s not enough Latino voices at the networks who might’ve cried out and said, ‘Guys, you cannot make this coverage so different’ ... But I do believe that there is a lack of Latino representation at the networks, in the executive suites and in the executive producer ranks, and the anchor ranks,” said Mora. Watch his remarks.

Sports Owners Gave $14 Million to Trump Campaign
Reveal News reports that owners of professional sports teams donated $14 million to Donald Trump’s political campaign during the 2016 election season. This is more than oil companies, coal mining concerns, or automakers. Trump’s largest single haul of sports money -- $3.9 million -- came from the owner of the NFL’s Houston Texans, Robert McNair, and his wife, Janice. Donors connected to the New York Jets gave $1.4 million. Madison Square Garden Executive Chairman James Dolan, whose company owns both the NBA’s New York Knicks and NHL’s New York Rangers, donated $1.4 million. Donations of $1 million apiece came from donors associated with five other NFL teams -- the Dallas Cowboys, Jacksonville Jaguars, New England Patriots, Los Angeles Rams, and the Washington football team -- as well as from Major League Baseball's Chicago Cubs. The NFL itself donated $200,000 to Trump’s inaugural committee. By contrast, very few star athletes made any political contributions at all. LeBron James gave $20,000 to the national Democratic party in 2008, but nothing since. Last night the NY Knicks
remained standing for the national anthem but the players linked arms instead of placing their hands over their hearts, as the team had said they would. More here.
Haley Reprimanded Over Violating Hatch Act
When UN Ambassador Nikki Haley retweeted Donald Trump’s endorsement in June of then-candidate Congressman Ralph Norman (R-SC), she violated the Hatch Act. The Office of Special Counsel (OSC) said in a letter to Noah Bookbinder, the Executive Director of Citizens for Responsibility and Ethics in Washington, the group which filed a complaint, that it sent Haley “a warning letter” regarding the violation. Because Haley deleted the post and the office “found no evidence that she engaged in any additional prohibited political activity via Twitter,” OSC said it “decided not to pursue disciplinary action and are closing the above-referenced file without further action." OSC nonetheless has given Haley “advice on how to avoid additional violations of the Hatch Act with her Twitter account in its current form.” More here.
WH Extends African American, Asian American, and Latino Education Initiatives
Last Friday, Donald Trump signed an executive order a day before the previously designated September 30th deadline that extends the dormant President's Advisory Commission on Educational Excellence for Hispanics, the President's Advisory Commission on Educational Excellence for African Americans, and the President's Advisory Commission on Asian Americans and Pacific Islanders (AAPI). The EO extends the commission for two years, but no one seems to know what exactly that means and what the commissions will be doing, or if Executive Directors will be named. The commissions have not met since Trump assumed office. NBC News asked the White House in an email Monday whether new commissioners had been appointed, whether there was an appointment timetable, and whether Obama-era appointees would meet in the interim. A spokesperson responded, “We have no personnel announcements at this time.” More here.
