Police say they have killed the gunman responsible for last night’s mass shooting in Las Vegas that left at least 50 dead and more than 200 injured. This story is breaking and will be updated throughout the day. Get real time updates here. Back in the Beltway, after Secretary of State Rex Tillerson said they had opened lines of communication with North Korea, Donald Trump tweeted, “I told Rex Tillerson, our wonderful Secretary of State, that he is wasting his time trying to negotiate with Little Rocket Man…” The NYT ponders if Trump is intentionally playing bad cop to Tillerson’s good cop. Oh, there’s a job opening for anyone interested in leading the Department of Health and Human Services. SCOTUS is back in session today with a conservative majority (this will be the first full session for Justice Neil Gorsuch) and a docket full of cases that will address voting rights, religious liberty, and protection from discrimination and privacy in an increasingly monitored society. On Capitol Hill, after unsuccessful efforts to replace the ACA, Congress allowed the Children's Health Insurance Program to expire, leaving nine millions kids without healthcare. And in sports news, NFL players continued to lock arms and/or kneel. JAY-Z rocked a Colin Kaepernick jersey in his SNL performance for the show’s season premiere. And at a golf tournament over the weekend, Donald Trump announced that he donated millions of his personal money to help with recovery efforts in Puerto Rico. Sorry! Got that wrong. Donald Trump dedicated the Presidents Cup golf trophy to the people of Texas, Florida, and Puerto Rico. Lastly, meet the woman behind the curtain. Because The Beat DC is a digestible conversation with our readers, we want to be more connected with you. So you’ll be getting these emails directly from me from now on. In the words of Lionel Richie and Adele -- Hello! There’s a lot to get to this Monday morning. We’re kicking off the week with this...

Obama Foundation Looking for a Diversity Consultant
The Obama Foundation is looking for a Diversity Consultant for the Obama Presidential Center. The Diversity Consultant will be tasked with formulating, monitoring and enforcing the Construction Manager (CM) Diversity and Inclusion Plan, which will set out the commitments and other strategies related to diverse and local contracting, and the hiring of local residents and other underrepresented communities to be part of the OPC construction workforce. The Diversity Consultant must demonstrate a verifiable record of implementing transparent and significant diversity and inclusion programs and an ability to support the CM in its obligations to meet, and hopefully exceed, the Foundation’s award of 50% or more of construction contracts and subcontracts to “diverse suppliers”, including 35% of contracts and subcontracts to minority business enterprises. Additional “diverse suppliers” eligible for the Foundation’s contracts and subcontracts include women business enterprises (WBEs), businesses owned by veterans, people with disabilities, and individuals who identify as LGBTQ. In addition, the Foundation is looking for a Diversity Consultant with a history of working with unions and engaging with underemployed populations, including ex-offenders and youth, to increase the pipeline of talent. The Obama Foundation will be accepting applications until October 13th. See the RFP here.

The Prince and the President
Barack Obama and Joe Biden made a surprise appearance at the Invictus Games in Toronto on Friday alongside the event's founder, Prince Harry. The Prince and the former President shocked fans as they emerged into the arena together before sitting next to each other during the match on the penultimate day of the Paralympics-style event for wounded and disabled military personnel and veterans. Dr. Jill Biden was also in attendance. More About the Outspoken Mayor Carmen Yulín Cruz
San Juan Mayor Carmen Yulín Cruz has become the face of on-the -round recovery efforts in Puerto Rico. In her public feud with Donald Trump and his administration, she has neither been distracted nor deterred as she helps constituents in any way she can, even evacuating residents of an assisted living facility after a fire broke out there. Her clapback style runs contrary to Governor Ricardo A. Rosselló, who praised the Trump administration’s response this week. He told reporters that over the next two days, more than half a million barrels of diesel fuel and nearly a million barrels of gasoline would reach Puerto Rico. The fuel is badly needed to power emergency generators and to distribute food and other supplies across the island. He also said that the Defense Department had increased its footprint on Puerto Rico to 6,400 people, from roughly 4,600. When asked if she would meet with Donald Trump when he comes to the island on Tuesday, Cruz said, “If he asked to meet with me, of course I would meet with him.” With degrees from Boston University and Carnegie Mellon University, 54-year-old Cruz has previously worked as a human resources director for companies including Colgate-Palmolive, Banco Popular, and Scotiabank, as well as the Treasury Department. She returned to the island in 1992, working as an advisor to a previous San Juan mayor, and was elected to the Puerto Rico House of Representatives in 2008. She was an unknown when she ran in 2012, but after building a coalition of progressive groups, the popular mayor is now entering her second term. NYT profiles her here.

About That #KeepYoMoney Tax Plan
When the GOP rolled out their new tax plan, they decided to roll out Senator Tim Scott (R-SC) to be the face. The sole Black Republican in the Senate has made raising people out of poverty a centerpiece of his legislative agenda on Capitol Hill, and he sees his party’s push to overhaul the nation’s tax code as a way to make that happen. As a member of the Senate Finance Committee -- one of the panels that will write tax overhaul legislation, Republican Senate leaders designated him as one of the party’s lead “messengers” for the effort. “This tax reform conversation is about ‘hashtag, keep yo’ money,’” Scott said. This elicited approving laughter from his peers but the ire of some who found the language to be pandering and offensive. It prompted one Newsweek writer to declare, “Keep yo slang, Republicans.” It remains unclear if Scott’s own ideas will be integrated into the final legislation. His ability to deliver depends heavily on whether Congress can pass any tax bill. Scott also recently sided with Donald Trump in the argument over NFL players who take a knee to protest police brutality against Blacks, appearing on CNBC to state, "Every man, woman, child in this country should stand for the national anthem." Meng Slams New Video Game
Congresswoman Grace Meng (D-NY) is among several elected officials and community activists who are criticizing the makers of a video game featuring a Chinese cook looking for cats and dogs. The game, “Dirty Chinese Restaurant,” also features an immigration officer coming to deport employees, and a tax collector looking for cash hidden under a mattress. “I urge @Google, @Apple, @Android and any other platform to not carry @bigotreegames“Dirty Chinese Restaurant,” Meng tweeted, adding in a statement, “This game uses every negative and demeaning stereotype that I have ever come across as a Chinese American. From the names used for the characters of the game, to the types of food they cook, to the disturbing depiction of their faces, this game epitomizes racism against Asian Americans.” The game was created by Big-O-Tree Games, a Canadian-based company. In a statement to NBC News, the company said the game was “mainly satire and comedy influenced by the classic politically incorrect shows we grew up watching.” More here.
Khanna Wants U.S. Out of Yemen
Congressman Ro Khanna (D-CA)
joined three of his colleagues and introduced a bipartisan bill that would halt U.S. military assistance to the Saudi-led campaign in Yemen on the grounds that Congress has never approved the American role in the war. For more than two years, the United States military has provided aerial refueling tankers and intelligence to the Saudi-led coalition waging war against Houthi rebels backed by Iran. The bill requires the removal of U.S. forces from the war in Yemen unless and until Congress votes to authorize the American assistance. "We aim to restore Congress as the constitutionally mandated branch of government that may declare war and retain oversight over it," Khanna and Congressman Mark Pocan (D-WI) said in a letter to colleagues. Castro Says He’s Not Running for Governor
Congressman Joaquín Castro (D-TX)
says he has no plans to run for Governor of Texas despite the state's Democratic Party chairman insisting that Castro was still considering it. The Congressman said that his plan is to run for re-election. There's no viable Democrat to challenge Governor Greg Abbott, and Democrats have not won a statewide office in Texas since 1994. When asked if he believes he’s the party’s only option in the governor’s race, Castro said “absolutely not” -- but offered no alternatives. More here.
Cummings and Plaskett Call for Emergency Hearing on Federal Response to Puerto Rico and USVI
Congressman Elijah Cummings (D-MD)
, Ranking Member of the House Oversight Committee, was joined by Congresswoman Stacey Plaskett (D-VI) in writing a letter to committee Chairman Congressman Trey Gowdy (R-SC) requesting an emergency hearing this week on recovery efforts in Puerto Rico and the U.S. Virgin Islands. Cummings and Plaskett argue the dire situation on the island and evidence of a lackluster response necessitates an immediate investigation. “Urgent action by our committee could help accelerate the federal response to the devastation ... Oversight now could also prevent a worsening of a human tragedy that is unfolding.” Read the full letter here.

Latinas in Tech
The inaugural Latinas in Tech Silicon Valley Summit took place last week in San Francisco as part of Hispanic Heritage Month, with the goal of engaging and leading the discussion about diversity and inclusion in tech. The summit featured panels moderated by Silicon Valley journalists, as well as a chat with Elena Gómez, CFO of Zendesk. The summit closed with a panel featuring diversity and inclusion leaders: Asana’s Sonja Gittens-Otley, Google’s Yolanda Mangolini, Pinterest’s Candace Morgan, and Uber’s Bernard Coleman, who talked about what the tech industry is doing to attract, retain, and empower more diverse leaders in tech. Latinas in Tech started with only ten Latinas who gathered at a bar outside San Francisco in Redwood City. They quickly realized they all had a lot in common and a lot to share, and a movement was born. Today, the group is comprised of more than 1,000 women, representing more than 12 countries working at more than 30 of the top technology companies in Silicon Valley. More about the movement here.
Ursula Burns Named to Uber’s Board of Directors -- Here’s the Drama She’s Walking Into
Former Uber chief Travis Kalanick has appointed Ursula Burns, former CEO and Chairwoman of Xerox, to Uber’s Board of Directors. But the appointment is not without drama. Not only because Burns will have voting rights at the world’s largest private company, but also because Kalanick’s power to appoint board seats was the subject of a lawsuit. Kalanick also appointed former Merrill Lynch CEO John Thain to the board. Neither have officially met with Uber’s current CEO Dara Khosrowshahi, which is not the way this is usually done. There’s a planned board meeting tomorrow with a scheduled vote on a Goldman Sachs proposal pushed by Khosrowshahi to change governance that would drastically limit Kalanick’s voting power and ability to return to leadership at Uber. Recode reports that it’s not clear whether Burns or Thain will be able to participate in that vote. Burns is a senior advisor to Teneo, the firm that is also representing Kalanick in his communications and public strategy. With mechanical engineering degrees from the Polytechnic Institute of New York University and Columbia, Burns is also one of tech’s few women and African American CEOs. She is also an active board member, serving as director of American Express, Exxon Mobil, and Nestlé (where Uber Director Wan Ling Martello works). More here.

Michelle Obama Rocks with Bruno Mars
Who has got a condo in Manhattan, writes songs for those good girls and hood girls, and rocks out with the former First Lady? That’s right. Bruno Mars performed in DC at the Capitol One Arena on Friday night and in the audience was none other than Michelle Obama. Not only was she treated to the good tunes, but she was also gifted a Bruno-branded jersey with the name “Obama” on the back. Mars posted a picture of the two on his Instagram, writing, “Last Night in D.C. Mrs. Obama came to the concert and blessed us with her presence #24kmagicworldtour #Hooligans.” FLOTUS44 also posed with Mars and his entourage, writing under that photo “Squad.” Did they jump in the Cadillac and put some miles on it after the concert? We doubt it. But that’s what he likes. See the squad photo here.

BET Names New Head of Programming
BET Networks has named Connie Orlando EVP Head of Programming, a role she stepped into on an interim basis in March after the cable network parted ways with President of Programming Stephen Hill and EVP Head of Original Programming Zola Mashariki. Deadline Hollywood reports that the latter departure resulted in a lawsuit filed by Mashariki against BET and parent company Viacom, claiming gender discrimination and wrongful termination. The case is pending. Orlando was most recently SVP Specials, Music Programming and News. In her new role reporting to CEO Debra Lee, Orlando will split her time between NY and LA, leading original programming, music programming and specials, and the BET News teams responsible for creating, developing, and producing content across the network. Indie Media Company Creating Diverse Content Aimed at Women
Korin Huggins, the former head of television at Will Packer Productions, has teamed with fellow Will Packer alum Monique Nash to develop diverse content focusing on women. The pair is launching Kronicle Media, an indie TV production company that will develop drama, comedy and unscripted content for broadcast, cable, streaming and digital platforms. “We created Kronicle Media out of our desire to tell stories for and about women from diverse perspectives,” Huggins and Nash said of their LA-based company. They have already sealed a two-project development deal with ABC Signature Studios, with the first project titled Revival, an hourlong drama. Also in the works is a drama series revolving around the friendships of four sorority sisters who are reunited under mysterious circumstances. It hails from rapper-turned-producer MC Lyte and her producing partner Lynn Richardson via their Sunni Gyrl banner. More here.

Seahawks Launch Players Equality and Justice for All
After sitting out the national anthem before Sunday's game, the Seattle Seahawks announced that they're starting the Seahawks Players Equality & Justice for All Action Fund to address inequality and injustice. The goal of the fund is “to support education and leadership programs addressing equality and justice” in the United States. The fund is believed to be the first of its kind in the NFL. The Seahawks want to possibly expand it to other pro leagues in America. The Seahawks franchise is backing the fund with money of its own. Team officials were not able to detail how much the organization has donated, but sources indicate the amount is substantial. On Sunday, Senator Kamala Harris (D-CA) spoke at the First Congregational Church in Atlanta, GA, the second-oldest African American Congregational Church in the country. She took the opportunity to address the issue of NFL players kneeling during the anthem. “Let’s speak the truth that when Americans demand recognition that their lives matter, or kneel to call attention to injustice, that that is an expression of free speech, protected by our Constitution, and they should not be threatened or bullied.”

Freddie Figgers, Founder of Figgers Communications
Minority-Owned Company Providing Free Phones to PR Residents
The Florida-based Figgers Communications, one of the nation’s largest Black-owned cell phone companies and networks, has donated 500 satellite phones and SIM cards with unlimited calls and data to help families affected by hurricanes Irma and Maria. “The hurricane destroyed the entire island’s telecommunications’ network,” said company founder Freddie Figgers, adding that he saw the effects of the hurricane and felt he had to do something. “We all need to do our part to make sure that Puerto Rico gets back on its feet.” The donated phones are activated for 90 days, free of charge and will be distributed at the San Juan airport. Figgers Communication is one of the few telecommunications companies that manufactures its own phone and provides its own service. More here.

NMAAHC Gets Its Own Forever Stamp
The U.S. Postal Service is giving the National Museum of African American History and Culture a pretty cool first birthday gift -- its own forever stamp! There will be a dedication ceremony at the NMAAHC on October 13th, and the stamps will be available nationwide starting the same day. "Black history is inseparable from American history, and the black experience represents a profound and unique strand of the American story. This stamp issuance recognizes the richness of that experience," the U.S. Postal Service said. Get more here.
NY Village Changes Controversial Seal
An upstate NY town whose village seal of a white settler appearing to choke a Native American man has been changed to one that shows the pair in the middle of a wrestling match, reports the New York Post. The seal for the Village of Whitesboro, about an hour east of Syracuse, originally had town founder Hugh White with his hands on the throat of an Oneida Native American. The logo came under scrutiny last year when The Daily Show comedian Jessica Williams visited the town and said it did look like the white man was choking the Native American. A change made after the show moved the hands to the shoulders. The revamped logo also updated the clothing of the men to be more historically accurate. More here.

March for Black Women
Thousands rallied for racial justice in the nation’s capital on Saturday as part of the March for Racial Justice and the March for Black Women. Think Progress reports that the two rallies, which were organized separately but in close coordination, took place in different nearby parks before meeting up to march past the DOJ’s headquarters and onto the National Mall, where participants heard from feminist activist Gloria Steinem, Muslim rights activist Linda Sarsour, and Philando Castile’s mother Valerie Castile. Sikh Becomes Canada's First Non-White Party Leader
The New Democratic Party of Canada just gave Jagmeet Singh, a son of Indian immigrants and a Sikh, a resounding victory making him the first non-white leader of a major political party for our northern neighbors. Singh, who wears a turban and garments associated with his faith, is a member of Ontario’s provincial legislature. He had no experience in federal politics and entered the party’s leadership contest relatively late and still won 53.6% of the votes cast by party members. Singh is frequently compared to Prime Minister Justin Trudeau. Just 38, Singh is known for his taste in clothing, charismatic campaign style, and skillful use of social media. More about him here.
