Donald Trump arrived in France this morning to celebrate Bastille Day with President Emmanuel Macron. But crossing the pond won’t make the news about the meeting between Junior and the Russian lawyer go away. The NYT gives a rundown of events over a two-month period last year which bizarrely involves an entertainment publicist and a Russian pop star. The president, it turns out, is still dominating ratings with dramatic story arcs in the realest reality TV show yet. In defiance of a court order, the DOJ is refusing to release part of a security form dealing with AG Jeff Sessions' contacts with the Russian government. There’s more to this story. Yesterday on Capitol Hill, Congressmen Brad Sherman (D-CA) and Al Green (D-TX) made good on their threats to introduce articles of impeachment officially filing the paperwork accusing the president of obstructing justice. Republican senators are slated to release their latest version of a bill to repeal Obamacare. But no one seems to be moving. It appears there are still many outstanding issues. And, by all accounts, Senator Mitch McConnell (R-KY) remains short of 50 votes. Energy Secretary Rick Perry travels to Mexico today to meet with Mexican President Enrique Peña Nieto and Mexican Energy Secretary Pedro Joaquín Coldwell in Mexico City. They will dance around issues such as Mexican energy reform and the current energy partnership between the two nations. Yesterday, FBI Director nominee Christopher Wray had a five-hour hearing where he promised to be independent from the White House if confirmed. It’s going to be a hot and steamy 97 degrees in the nation’s capital today. The humidity will kill your blowouts. And the sweat will soak your shirts. CHCI Honors Lin-Manuel Miranda and Cástulo de la Rocha
The Congressional Hispanic Caucus Institute (CHCI) and its Chair Congressman Joaquín Castro (D-TX) announced that Lin-Manuel Miranda and Cástulo de la Rocha will each receive a CHCI Medallion of Excellence award at the upcoming CHCI 40th Anniversary Awards Gala in the nation’s capital on Wednesday, September 13th. The Medallion of Excellence, CHCI’s highest honor, is bestowed upon individuals who are positive Hispanic American role models and exemplify unparalleled accomplishments, civic leadership, and service to the greater American society. “Lin-Manuel has inspired many Americans through his work and advocacy, and he has challenged us to embrace our common humanity along the way,” said Castro, adding, “Cástulo has spent a lifetime dedicated to providing high-quality, affordable and accessible healthcare to underserved communities.” More here.
Michelle Obama Slays at ESPYs and Books Pennsylvania Conference for Women
Former FLOTUS Michelle Obama slayed at last night's ESPY Awards. Taking the stage to present the Arthur Ashe Courage Award posthumously to Eunice Kennedy Shriver, founder of the Special Olympics, Obama received a loud standing ovation. "I am here tonight to honor a remarkable woman, a woman who believed that everyone has something to contribute and everyone deserves a chance. When we give others the chance to fulfill their greatest potential, we all win," Obama said before being joined onstage by eight Special Olympics athletes. "Through her passionate service, she made our world more welcoming, inclusive and fair." Shriver's son, Tim, accepted the award for his mom. "Once a great first lady, still a great first lady," he said as the crowd roared. FLOTUS44 will make another appearance in Philly in October. The nonpartisan Pennsylvania Conference for Women has announced that Obama will headline their event before an expected audience of 10,000! The format follows the pattern FLOTUS44 has set since leaving the WH; it’ll be a conversation, not a speech, which allows Obama to be more relaxed. Admin Tells CHC DACA At Risk
On Wednesday, the CHC met with DHS Secretary John Kelly. In this meeting, Kelly told the lawmakers that the DACA program could be in serious jeopardy. He said that while he personally supports the program, he could not commit to the Trump administration defending it. Kelly said he has discussed DACA with AG Jeff Sessions but wouldn't describe the contents of those conversations. Sessions has been outspoken against the Obama administration policy. "If you're going to count on Jeff Sessions to save DACA, then DACA is ended," Congressman Luis Gutiérrez (D-IL) said. Kelly suggested to lawmakers they work to pass immigration reform, but he seemed unaware there were any bills to make the program permanent, including the bipartisan BRIDGE Act and other proposals including from some Republicans. "His urging is that Congress do something," Congressman Rubén Gallego (D-AZ) said. "Our urging is: Don't be a fool. If you truly believe and Donald Trump believes that you should protect DACA, then the government should join and encourage the protection of DACA and fight against his attorney general." Already, California AG Xavier Becerra and Massachusetts AG Maura Healey 
have reaffirmed their support for DACA. More here.
Pérez Helped Retire Debt of DNC Chair Opponents
Politico reports that DNC Chairman Tom Pérez transferred $22,270 to key backer Jaime Harrison in March, a month after Harrison dropped out of the race for DNC chair and threw his support to Pérez two days ahead of the vote. The contribution from Pérez’s campaign committee, which was disclosed in an IRS filing by Harrison’s campaign, wiped out the debt Harrison had accrued in the race to lead the DNC. He was said to have had the third-highest number of supporters when he dropped out of the race and endorsed Pérez, who went on to win the chairmanship by a 35-vote margin out of 435. Harrison, who was chairman of the South Carolina Democratic Party at the time, said in an interview that he and Pérez did not discuss the transfer at the time of the endorsement, and Pérez also transferred funds to two other failed candidates for DNC chairman. Congressman Keith Ellison (D-MN) and South Bend (IN) Mayor Pete Buttigieg, who dropped out of the race shortly before the voting began, did not have debt after the campaign and did not receive any transfers from Pérez, spokespeople told Politico. Obamas Committed to Supporting Young Leaders
Former First Lady Michelle Obama celebrated revered activist Malala Yousafzai’s 20th birthday in a letter pledging to support young leaders like the Pakistani activist. “Twenty years ago today, in a part of Pakistan where women and girls are so often silenced, a girl was born who would one day use her voice to change the world,” the former first lady wrote in an email to supporters of the Obama Foundation. “There are young people like Malala in every corner of the globe who are determined to get an education worthy of their promise. In the new chapter of our lives, Barack and I are committed to doing whatever we can to support these young leaders.” Read her full letter here.
Latino Diversity Rankings for Silicon Valley Coming in October
Hispanicize Media Group (HMG) announced the launch of the Hispanicize Silicon Valley Rankings, the first-ever company ratings of Latino diversity in Silicon Valley. The annual scorecard will be unveiled Oct. 3rd and 4th at Hispanicize LA, the Hispanic Heritage Month edition of the event that will focus on diversity tech and innovation, digital content creation and the entertainment industry. In an announcement, HMG said, “Our rankings will put Latinos high on the diversity agenda of Silicon Valley so there is real accountability and progress made for our community. This industry report will be a catalyst for immediate progress by being collaborative vs. antagonistic with Silicon Valley companies and by also looking at these companies’ Latino diversity efforts in a way that is holistic rather than just solely focused on workforce diversity.” The Hispanicize Silicon Valley Rankings are being compiled by a diverse blue-ribbon panel of entrepreneurs, academics, marketing professionals, nonprofit organization leaders, and journalists, as well as leaders from the Latino Start Up Alliance and Cal State Fullerton. Brandon Gassaway has accepted a position with Conway Strategic, a firm specializing in developing innovative action plans to change policy, shaping opinion research to create message frameworks, and creating research-driven communications and advocacy strategies to improve understanding. In Gassaway’s new capacity, the Pepperdine University graduate says he will elevate the voices of people of color and minorities in the media on a number of policy issues before Congress. Before coming to Capitol Hill, Gassaway served as the Regional Press Secretary for Hillary Clinton's campaign in Virginia. The New Orleans native said in an email to friends, “having the opportunity to work on behalf of my home state and district to deliver results for people who are my friends, family, and neighbors has been a privilege and a highlight of my career.” He even made a Spotify list to celebrate his transition. Tamron Hall Returns to Daytime TV
It’s not a friendly environment for journalists these days. But that’s not keeping Tamron Hall away. The former Today co-host is partnering with Weinstein Television for a new daytime talk show. Currently in development, the untitled project will be shot in front of a live audience and feature a mix of current events, human-interest stories, and in-depth celebrity and newsmaker interviews. Hall is co-creating and executive producing with former NBC Domestic Television Distribution President Barry Wallach on board to consult. No network is yet attached. Additionally, The Weinstein Company and Hall will work together on developing other non-scripted programming. More here.

First Woman and Person of Color Named Administrator of Pulitzer Prizes
The Pulitzer Prizes announced Wednesday that journalist and Pulitzer Prize-recipient Dana Canedy will be the next administrator of the annual journalism competition. She's the first woman and the first person of color to serve in the role. “Dana Canedy’s sterling qualifications speak for themselves,” said Pulitzer Prize Board chair WaPo’s Eugene Robinson. “At a time when media organizations are adapting to technologies and the epithet ‘fake news’ is brandished as a weapon, Canedy’s experience, energy, integrity and passion will help the Board focus on its vital mission: identifying and celebrating the best in American journalism and arts and letters.” After being the first in her family to graduate from high school, Canedy went on to receive her B.A. degree in journalism from the University of Kentucky. Canedy previously worked as a senior editor at the NYT and was a lead reporter on "How Race is Lived in America," which won the Pulitzer in 2001. Congratulations, Dana! More here.

Bethune-Cookman University President Resigns
Facing continuing criticism over dwindling finances and questionable executive decision making, Bethune-Cookman University President Edison Jackson has announced his intention to resign, with trustees remaining mum on the date and terms of his departure. The Daytona Beach-based HBCU earned attention last week when detailing its weakened financial prospects, with the university operating with losses in excess of $18 million in 2016, and mounting questions over a dorm construction which has cost the university more than $85 million and could cost more than $300 million in lease fees over the next 40 years. Dr. Jackson drew national attention in May for threatening graduates during the school’s commencement ceremony who booed keynote speaker Education Secretary Betsy DeVos. Speaking of the White House, wasn’t Omarosa, who was also booed at the same graduation, supposed to be the champion for HBCUs? Whatever happened with that? Because, so far, the only thing we’ve seen HBCUs get is a photo op in the Oval Office with two former reality TV stars. More here.
Spelman Student Sends Omarosa Open Letter Mapping Out Proposed Plan for HBCUs
Well, one person is demanding answers. Spelman College student Mary-Pat Hector narrowly lost a City Council seat in a suburb of Atlanta but that did not silence her activism. The rising junior sent an open letter, published by Essence Magazine, to Omarosa highlighting the major concerns of the lack of funding of HBCU institutions and mapping out a proposed plan of action for the administration. In the letter, Mary-Pat called for Trump to fulfill his promise to HBCU presidents, in which he guaranteed an increase funding to HBCU institutions. She stressed how important HBCUs are to the minority community, writing, “Education is our only way to better improve our lives and opportunities, given that we were once denied it.” She goes on to detail how HBCUs allow individuals the opportunity to break barriers for those who would not have had the chance otherwise. Director of Harvard Foundation Dies
Dr. S. Allen Counter, a neurology professor at Harvard Medical School and the Director of the Harvard Foundation for Intercultural and Race Relations who worked for decades to make the university a more welcoming place for minorities, died Wednesday morning. Dean of the College Rakesh Khurana announced Counter’s death in an email to students, writing that he died after “a brief illness.” As director of the Harvard Foundation since 1981, Counter worked with generations of students on programming to improve intercultural, interracial, and inter-religious relations on Harvard campus. “In his time at Harvard, Allen has been a thoughtful teacher, leader, and mentor to many in our community. In a weary world, Allen's example lives in our hearts and minds. We are grateful for his friendship, and for the legacy that he has left for our College,” Khurana wrote. More here.

Senators Join Tri-Caucus to Intro Anti-Voter Suppression Act
Senators Cory Booker (D-NJ) and Mazie Hirono (D-HI) along with CBC Chair Cedric Richmond (D-LA), CHC Chair Michelle Luján Grisham (D-NM), and CAPAC Chair Judy Chu (D-CA) yesterday introduced the Anti-Voter Suppression Act, a bill to repeal Donald Trump’s executive order that establishes an “election integrity” commission to investigate allegations of widespread voter fraud. The Anti-Voter Suppression Act would prohibit any federal funds from being used to create the commission, which legislators say is nothing more than a thinly veiled attempt at voter suppression that disproportionately affects poor and minority communities. The controversial commission is seeking an unprecedented amount of voter information, including party affiliation, voting history, and partial Social Security numbers. “Attacks on voting rights by GOP legislatures and President Trump’s so-called voter fraud commission cannot go unchecked,” said Richmond. The bill has 90 co-sponsors and is supported by every Democratic senator of color. Read the full statement here.
Barbara Lee Presses Paul Ryan on War Parameters
On Wednesday, House Speaker Paul Ryan (R-WI) and Congresswoman Barbara Lee (D-CA) met to discuss a path forward on a new war authorization to update the 16-year-old resolution that sets the parameters for the U.S. war on terrorism, according to Lee spokesman Christopher Huntley. They had a “robust discussion” on the House floor about an amendment put forward by Lee last month that would repeal the 2001 authorization for use of military force. Surprisingly, both Republicans and Democrats backed Lee’s argument, with the full committee eventually approving the amendment delivering a stunning rebuke to House GOP leaders and Donald Trump. On Tuesday, Lee said in an interview that stripping her amendment from the spending bill would be a slap in the face to the democratic process. “People are beginning to really recognize, Democrats and Republicans, that the 2001 resolution was a blank check,” Lee said. “We've got to reassert Congress's role and do our job. We've been missing in action.” More here.

CHC Chair Attacks Billion Dollar Border Wall Funding
CHC Chairwoman Michelle Luján Grisham (D-NM) responded to Republicans on the House Appropriations Committee after they unveiled a bill that includes $1.6 billion in taxpayer funds for Trump’s border wall. Grisham echoed the sentiments of many, saying that the border wall is “unnecessary, impractical, ineffective, and a complete waste of time and taxpayer money.” In a written statement, she accuses House Republicans of jeopardizing the economic security of the nation and calls the allocation of money for the border wall irresponsible and that it serves no purpose other than to score political points. Congressmen Don't Want to Cyber With Russia
Three Democratic members of Congress introduced a bill Wednesday prohibiting the U.S. from forming a collaborative cybersecurity initiative with Russia. The No Cyber Cooperation with Russia Act, brought by Congressmen Brandon Boyle (D-PA), Ted Lieu (D-CA) and Rubén Gallego (D-AZ), echoes a multiple of amendments to the National Defense Authorization Act that also prohibited such cooperation with Russia. The joint cybersecurity venture worried many lawmakers and security experts, who believe Russia might use the project to scout out U.S. digital strategies and tactics. "President Trump has proposed plenty of dumb ideas in his first six months in office, but a cybersecurity partnership with Russia might be the very worst," said Gallego, in a statement announcing the bill. "Simply put, we would be inviting the fox into the hen house." More here.
Warren Challenger: “Only a Real Indian Can Defeat a Fake Indian”
Shiva Ayyadurai, an Indian American who is running for the Republican nomination to challenge Senator Elizabeth Warren (D-MA), told Varney & Co. that "only a real Indian can defeat a fake Indian." Ayyadurai said he previously sent Warren a DNA test kit on her birthday and was “very sad” when she decided to return the gift. Republicans, including Trump and former Senator Scott Brown (R-MA), have mocked Warren over her past claims of Native American ancestry. Ayyadurai has focused his run for Senate around Warren’s claim to Native American ancestry, including the tagline “Defeat #FakeIndian Elizabeth Warren” on his campaign website. More here.

Ted Lieu is “On One”
What does Congressman Ted Lieu (D-CA) have in common with CNN commentator Angela Rye? They are both “on one!” The congressman wrote to the Alabama State Bar Office of General Counsel highlighting possible violations of the Alabama Rules of Professional Conduct. The letter discusses Sessions’ possible violation of the terms of his recusal regarding any matters related to the 2016 campaigns, ousted FBI Director James Comey’s firing, false statements under oath during his confirmation hearings, and possible conflict of interest violations. Please, for your own sake, don't get on Lieu's bad side. He came to kick ass and take names. Read the full letter here.
Admin Quietly Working to Cut Legal Immigration
Trump and his aides are quietly working with Senators Tom Cotton (R-AK) and David Perdue (R-GA) to dramatically scale back legal immigration -- a move that would mark a fulfillment of one of the president's biggest campaign promises. The two senators plan to introduce a bill later this summer that, if signed into law, would slash in half the number of legal immigrants entering the country each year. Currently, about one million legal immigrants enter the country annually; that number would fall to 500,000 over the next decade. The senators have been working closely with Stephen Miller, a senior White House official known for his hawkish stance on immigration. The bill is likely to mark the beginning of an important battle within the GOP between immigration hawks, now led by Cotton, who will have the backing of the White House, and dovish lawmakers such as Senators John McCain (R-AZ) and Lindsey Graham (R-SC). GOP Latinos See Pence as Ally
So is VP Mike Pence going to weigh in on the issue above? Or the billion dollar border wall? BuzzFeed reports that conservative Latino groups, in search of a sign of cooperation from the White House, are looking to the vice president to be an ally. Pence has a history of involvement in Latino issues. Back in 2008, then-Congressman Mike Pence, stood sweating in a tomato field among Mexican workers to push for an immigration compromise conservatives could get behind. In March, he was the keynote speaker at a Latino Coalition conference where he extolled veterans and Latina business owners. Last month, he went to Miami to tell the Conference on Prosperity and Security in Central America that the administration was with them to "root out crime and corruption.” Next month, Pence will visit Panama, Colombia, Chile, and Argentina to meet with government and business leaders to discuss bilateral trade and investment in the region. Héctor Barreto (pictured), chairman of the Latino Coalition and former administrator of the Small Business Administration under President George W. Between Two Rocks and a Hard Place
The White House is likely too busy with the escalating news about Donald Jr. and Russia to pay much attention to any potential Trump challengers in 2020, even if it includes be Dwayne “The Rock” Johnson. "I'll believe it when I see it," a White House official told BuzzFeed. As The Beat reported yesterday, a West Virginia man filed a new PAC with the Federal Election Commission to try to convince Johnson to run. But another Rock may actually garner their attention. Kid Rock hinted on Twitter that he plans to challenge Senator Debbie Stabenow (D-MI) by announcing his website kidrockforsenate.com.  In a follow-up tweet, he said he will have a major announcement in the near future. As of now, there appear to be no Federal Election Committee records filed under "Kid Rock" or his legal name Robert James Ritchie or Robert Ritchie. A real campaign or a shameless plug? We’ll see. National Writers Union Prepares to Take Ebony to Court
It’s been a couple of months since #EbonyOwes became a trending hashtag after several freelancers complained about not getting paid, and now the National Writers Union is preparing to take Ebony Magazine to court. Ebony, which is owned by Clear View Group, did not meet its own deadline to pay as much as $200,000 that’s owed to about 50 freelancers. CVG said that it would pay the writers by the end of June, but it’s now July 12th. “This is completely unacceptable,” NWU President Larry Goldbetter said about the missed deadline in a press release. “We took them at their word, in good faith, despite some freelancers going more than a year without payment. Now we move on to the next step.

HuffPost Hits the Road on Listening Tour
A traveling party of rotating HuffPost staff members -- led by editor-in-chief Lydia Polgreen (pictured) -- will spend seven weeks visiting more than 20 cities, from Casper, Wyoming to Birmingham, Alabama. HuffPost will host events, coordinate stories with local media outlets, send out reporters to write about the communities, and collect stories from residents in their own words. "A lot of us are thinking about journalism and how journalism relates to people’s lives and this project was really a direct result of that, wanting to get out into the country and hear from people about the things that mattered most to them rather than us deciding from our office in the East Village what are the stories that are most important to Americans and hear what people have to say,” Polgreen said. “So much of journalism today is elites speaking to elites and I see the role of HuffPost as speaking for really everyone.” The online news outlet recently laid off 39 people as part of parent company Verizon Communications Inc.'s acquisition of Yahoo. Health Insurers Blast Cruz-led Effort to Loosen Insurance Markets
Even health insurers are blasting an effort by Senators Ted Cruz (R-TX) and Mike Lee (R-UT) to modify the Senate Obamacare repeal bill and set up a two-tier market in which companies could sell plans that don’t meet Obamacare’s coverage requirements. Their big concern, according to documents obtained by Politico: The plan by Cruz and Lee would threaten access to coverage for individuals with costly medical conditions. In a letter sent to Cruz and Lee today, Blue Cross Blue Shield Association CEO Scott Serota warns that the proposal is “unworkable as it would undermine pre-existing condition protections, increase premiums and destabilize the market.” More here.
