| From Reflection to Momentum: A New Year of Opportunity in Normal |
As we close out the year and conclude the holiday season, the Town of Normal extends warm wishes to our business community for a joyful and successful end to 2025. December is a time for reflection, gratitude, and connection, and it offers an opportunity to look back on a year marked by meaningful economic progress and strong partnerships across our community.
Throughout 2025, Normal continued to see strong growth across manufacturing, retail, and commercial development. This progress has been made possible through collaboration between local businesses, our community partners, and the Town’s proactive approach to economic development.
From supporting major industrial expansions to welcoming new retail and dining options, the Town’s role has remained focused on creating the conditions for investment to succeed.

As we look ahead to the new year, the Town of Normal remains dedicated to maintaining that business-friendly environment, ultimately supporting growth, innovation, and opportunity. A Year of Record Growth in Normal |

In 2025, the Town of Normal reflected on a year marked by sustained growth and meaningful progress in economic development, driven by strategic planning, major infrastructure investments, and continued private-sector expansion.
The past year has underscored Normal’s position as a regional hub for electric vehicle manufacturing, innovation, and retail vitality, as the local economy balanced long-term industrial growth with new commercial and community amenities.
Manufacturing momentum continued with expansion activity tied to Rivian’s supplier park, along with investments and job creation from Adient and OPmobility, reinforcing Normal’s role in the evolving electric vehicle and advanced manufacturing supply chain.

At the same time, retail and commercial growth remained strong throughout Normal. With the new restaurant additions of Dave’s Hot Chicken and Raising Cane’s, the Town saw the creation of the "Chicken Triangle". New retail additions such as J.Crew Factory at Shoppes at College Hills, Daiso, Boot Barn, and others, the Town continues to be a shopping destination for the region.

Alongside the record year of private investment, the Town of Normal advanced several economic development initiatives that will shape future growth and solidify its position as a regional leader.
These included the study and implementation of a new Tax Increment Financing (TIF) district in Uptown Normal to support reinvestment and redevelopment of vacant and unused property in Uptown.
Town Council moved for the approval of the long-anticipated underpass project to improve connectivity and safety, while also connecting Uptown Normal to Uptown South, allowing for the potential mixed-use development of eight acres of Town-owned land.

The Town of Normal doubled down on its partnership with Rivian, entering into a critical infrastructure agreement with the EV manufacturer to expand sewer capacity and support continued manufacturing growth at their supplier park.
Together, these efforts reflect a year of deliberate and thoughtful progress. A year that strengthened economic diversification, supported long-term job creation and community investment, and enhanced quality of life while for the Normal community.
