After the Senate GOP leadership failed to secure the votes needed to repeal the ACA, they fell short on a seven-year promise to overturn former President Barack Obama’s signature domestic legislation. But no sighs of relief yet. Senate Majority Leader Mitch McConnell (R-KY) has now outlined plans to repeal the health law first and replace it later, a strategy that could leave millions without insurance. This morning, Trump tweeted, “As I have always said, let ObamaCare fail and then come together and do a great healthcare plan. Stay tuned!” Who knew healthcare could be so complicated? Everybody but the president apparently. He learned today. Meanwhile, he has declared this week Made in America week, a celebration of U.S.-based manufacturing and domestic economic consumption. But between his hotel products, vodka, ties, and his daughter’s clothing line -- the Trump dynasty falls short. But will this matter to his supporters?  Starting in the fall, Citizens for Responsibility and Ethics in Washington (CREW) will be making visitor logs to Trump’s Mar-a-Lago estate public. And while his approval ratings have slipped to a record low of just 36%, all evidence shows his supporters remain loyal. Next up on the Republican agenda? A House committee unveiled a plan this morning that would reduce tax rates and simplify the tax code. The budget calls for a $621.5 billion national defense budget for 2018 and $511 billion for nondefense spending. It also calls for at least $203 billion in cuts over a decade in “mandatory” spending on programs such as Medicare and Social Security. Sigh. Now that all those trips to the Vineyard, the Hamptons, and the Caribbean have been delayed (thanks, McConnell!), an unbearably hot and steamy August in DC awaits. In the meantime, here’s what we’ve got:

Gómez Gets Committee Assignments
On Monday, House Democratic Leader Nancy Pelosi (D-CA) announced that the House Democratic Steering and Policy Committee has recommended to the Democratic Caucus that newly sworn-in Congressman Jimmy Gómez (D-CA) be appointed to the House Committee on Oversight and Government Reform and the House Committee on Natural Resources. The full Democratic Caucus is expected to consider the nominations today. Stay tuned. More here.
Susan Rice Testimony Delayed
The House Intelligence Committee has delayed classified testimony expected this week from former Barack Obama National Security Advisor Susan Rice, as the panel is now working to bring forward another former Obama official as soon as this month: former UN Ambassador Samantha Power. Rice had been scheduled to speak to the panel Tuesday, but the committee has delayed her testimony for a later date. Republicans have pushed to bring Power and Rice before their committee in a bid to learn whether they improperly "unmasked" Trump associates. But Dems say it’s just partisan strife over the direction of the committee's probe into alleged Russia's interference in the 2016 elections. More here.

Harris in the Hamptons
According to reports, Senator Kamala Harris (D-CA) met with members of Hillary Clinton’s “inner circle” and other top Dem operatives and fundraisers in the Hamptons over the weekend. Some speculate that it presumably was to discuss potentially challenging Trump for the White House in 2020. To be fair, we don’t know if the senator is actually considering a run or if everyone would rather focus on 2020 than on our current situation. The senator has said that she hasn’t even considered a run and that she’s trying to stay focused. But, for those of you who are excited about the prospect and just want to know the details, the NY Post reports that she was at the home of Michael Kempner on Saturday, who was one of Clinton’s national-finance co-chairs. He was also listed as one of the top “bundlers” for Barack Obama’s 2012 reelection campaign, having raised $3 million. It is possible Harris was raising money for other candidates. She's already helped Senators Heidi Heitkamp (ND), Joe Manchin (WV), Claire McCaskill (D-MO), Jon Tester (D-MT), and Elizabeth Warren (D-MA). Harris made history once before as California's first African American female attorney general. Her growing community of fans are obviously eager for her to make history again. We’ll stay tuned. The Story of Tim Scott and Trey Gowdy
Remember when we told you that Senator Tim Scott (R-SC) and Congressman Trey Gowdy (R-SC) were writing a biographical book detailing how their DC friendship blossomed? Well, it will hit book stands (or your Kindle Fires) next April. Indivisible: Overcoming Our Differences, One Friendship at a Time, is set for publication April 3rd. The story from the two Republicans is being billed as "a small group guide for bridging racial, ethnic and other divides in a community." The book comes with a companion study guide, and both legislators discussed their collective goal to start a reconciliation movement in the country that would come out of the current state of racial strife. Former Staffer Makes Run for Congress
Former congressional staffer and Barack Obama appointee Sam Jammal announced yesterday he is running for the Democratic nomination in the 39th congressional district, a Southern California seat currently held by longtime incumbent Congressman Ed Royce (R-CA). Jammal, 35, is the former Chief of Staff for Congressman Tony Cárdenas (D-CA) and served as the Special Assistant to the Under Secretary of Commerce for Industry and Security in the Department of Commerce during the Obama administration. He was also a staff attorney at MALDEF and chaired the Latino Voter Protection Task Force at the DNC in 2008. Most recently, he worked as regulatory counsel at Tesla. 
He graduated from USC with a political science degree and attended George Washington University Law School. Jammal was raised by his Colombian mother and Jordanian father. He is the second person of immigrant parents challenging Duncan. The Beat previously reported when pediatrician Mai Khanh Tran announced her candidacy. Other candidates in the race include former chemistry professor Phil Janowicz and philanthropist Gil Cisneros -- as well as independent candidate Julio Castañeda. The 39th congressional district encompasses parts of Los Angeles, Orange, and San Bernardino counties and has a heavy Latino and Asian population. Watch Jammal’s campaign announcement here.
Bakari Sellers Named Fellow at Chicago Institute of Politics
On Tuesday morning, the University of Chicago Institute of Politics announced that CNN commentator Bakari Sellers will be one of their seven fellows who will come to campus during the upcoming Fall Quarter, according to Politico. While on campus next quarter, the seven IOP Pritzker Fellows will interact with students and faculty, participate in public forums and, along with guests, and lead off-the-record student seminars. Sellers will focus on the progressive movement within the Democratic party and the politics of the South. He will be joined by fellows Laura Haim, a French/American journalist who was a spokesperson for Emmanuel Macron’s presidential campaign; Fred P. Hochberg, former chairman and president of the U.S. Export-Import Bank; Jason Kander, former Missouri Secretary of State, former Missouri State Representative, and founder of Let America Vote; Jeff Roe, a Republican political consultant who served as campaign manager for the 2016 presidential campaign for Senator Ted Cruz (R-TX); Kathleen Sebelius, former Secretary of Health and Human Services and former Governor of Kansas; and Karen Tumulty, national political correspondent for the WaPo. DeRay Mckesson Leaves Post
Activist DeRay Mckesson is leaving his position as head of human resources for Baltimore's public schools at the end of the month. Mckesson, who has served as the school system's chief human capital officer for more than a year, said in an interview he intends to remain in Baltimore, continue hosting his popular podcast and focus on social justice activism. The Baltimore native had a lesser-known career in several human resources departments before he was offered this job that paid $165,000-a-year. More here.

Heritage Foundation Comes After UnidosUS
In a WSJ op-ed, Mike González (pictured), a senior fellow at the Heritage Foundation, says that it is likely that the change from the National Council of La Raza to UnidosUS is just a marketing ploy. He writes that “Appealing to a broader swath of this diverse group is necessary now that the “fat years” under President Obama are gone. The Obama Justice Department made a practice of settling lawsuits against corporate defendants by requiring they make large donations to groups like La Raza. It was, in the words of House Judiciary Committee Chairman Bob Goodlatte, ‘a scheme to funnel money to politically favored special interest groups.’” He also accused then-NCLR of loyally promoting Obama’s policies as pro-Latino as a result. The Internets Make a Plea
FCC Chairman Ajit Pai is pushing through a proposal that would repeal the legal framework for net neutrality rules, which prohibit internet service providers from blocking, slowing or giving preferential treatment to certain sites. On Monday, a trade group representing the internet’s largest companies urged the FCC to preserve its net neutrality rules, which are currently under threat from the agency’s Republican leadership. “Undoing or weakening the existing open internet rules will undermine these benefits, create uncertainty in the leading sector of our economy, and threaten the virtuous circle of broadband innovation,” the trade group wrote. The Internet Association represents web giants like Facebook, Google, Microsoft, and Amazon. More here.

Homeland Will Expand H2-B Visas and Add 15,000 Foreign Workers
Homeland Security Secretary John Kelly consulted with Labor Secretary Alexander Acosta (pictured)and determined there weren't enough qualified and willing U.S. workers to fill the needs of businesses, particularly for seasonal work. Hence, DHS announced Monday that it would expand the number of temporary visas granted this year for workers in seasonal non-agricultural industries like tourism, allowing for an additional 15,000 visas to be granted. “Congress gave me the discretionary authority to provide temporary relief to American businesses in danger of suffering irreparable harm due to a lack of available temporary workers,” Kelly said in a statement. “As a demonstration of the administration’s commitment to supporting American businesses, DHS is providing this one-time increase to the congressionally set annual cap.” The number of H2-B visas had been capped for this year at 66,000. In February, Mar-a-Lago announced it would hire 64 workers under the program. More here.
Luján Grisham and Gutiérrez Say Pause on ICE Funding
CHC Chairwoman Congresswoman Michelle Luján Grisham (D-NM) and CHC Immigration and Border Issues Task Force Chair Congressman Luis Gutiérrez (D-IL) sent a letter to members of the Appropriations Committee, calling on them to reject the proposed increases in funding for the Department of Homeland Security's ICE and Customs and Border Protection found in the DHS appropriations bill. In the letter, the members say that this administration’s immigration policies have been devastating to families. “We as members of Congress have a responsibility to mitigate this harm by reducing the funding that goes toward further attacks on our country’s immigrants and their families. We urge you to oppose a costly mass deportation agenda that undermines our public safety, economic well-being and values,” they wrote. See the full letter here.

Ramos Wants Journos to Question the Man
Jorge Ramos is no stranger to controversy, and he wants you to question the man. Whether it’s calling out political leaders for not following through on their policies or taking a stand on issues that matter, he is tough even if it results in him being physically removed from an event (see: Trump press conference during the campaign). Well, in his recent TED talk, “Why journalists have an obligation to challenge power,” Ramos sheds light on what he believes is the true role and responsibility of journalists and the need to sometimes take sides. The TED talk is compelling -- Ramos received a standing ovation in the middle of it. Watch it (in Spanish with English subtitles) here.
London’s Sadiq Khan Speaks on Trump’s Delayed Trip to the UK
Fearing mass protests against Donald Trump in the British capital, the WH confirmed that Trump's state visit to the United Kingdom has been delayed until 2018. On Monday, London Mayor Sadiq Khan reiterated his opposition to Trump being afforded an elaborate state visit when he arrives in the UK next year. "State visits are different from a normal visit and at a time when the President of the USA has policies that many in our country disagree with, I am not sure it is appropriate for our government to roll out the red carpet," Khan told CNN in an interview Monday. NY Delegation Wants ICE out of Human Sex Trafficking Court
ICE is showing up in human trafficking court, and members of Congress from are demanding it stop. Democratic NY Lawmakers Nydia Velázquez, Hakeem Jeffries, Joe Crowley, Grace Meng, Greg Meeks, Yvette Clark, Adriano Espaillat, Jerrold Nadler, Thomas Suozzi, José Serrano, Eliot Engel, and Carolyn Maloney sent a letter on Friday to the Department of Homeland Security. In it the members wrote, “In the United States, immigrant communities are particularly vulnerable to forced labor and sex work through human trafficking. We are concerned that sending ICE personnel to specialized institutions or courts designed to assist human trafficking victims will deter others from coming forward and seeking assistance for fear of facing detainment or deportment by immigration officials." Soto Pushes Back on Offshore Drilling
The House Natural Resources Committee last week held a hearing on offshore drilling and Congressman Darren Soto (D-FL) stepped right into the fray and said no way. Soto stressed that the current drilling moratorium in the Gulf of Mexico should be extended and that seismic testing for oil and gas should be banned off the Atlantic Coast, saying there are other energy alternatives that should be explored more in depth. “There was a time in our country when we embraced the future, like solar and wind and hydroelectric, biofuels and nuclear,” he said. Unfortunately, we are again focused on oil drilling. Florida knows what devastation drilling can bring. The Deepwater Horizon disaster cost Florida billions of dollars, with effects that continue to impact Florida’s economy and environment.” Soto asked an Interior Department official about extending the moratorium, but Katharine MacGregor, DOI’s Acting Assistant Interior Secretary for Land Minerals, said it was up to Congress to make that decision. Pentagon Reneges on Promises of Citizenship
The Pentagon's program designed to leverage medical and language skills of immigrants in exchange for fast-tracked citizenship was put on hold in September 2016, sparking fear in immigrants. Last month, the WaPo reported on the Defense Department’s internal recommendations to shutter the Military Accessions Vital to National Interest program, which has naturalized 10,400 troops since 2009, and to cancel the contracts of 1,800 of recruits like Ranj Rafeeq who are waiting to train. About 1,000 of those recruits have waited so long that they have fallen out of legal immigration status. An internal Defense Department memo obtained by the Post acknowledges that canceling these contracts would expose the recruits to deportation. In response, lawmakers, including Congresswoman Grace Meng (D-NY), demand personal assurances from Trump to step into the fray and block any potential forced removals. She was joined by Army veteran Senator Tammy Duckworth (D-IL) (pictured) who said, “As a country, we made a commitment to thousands of brave men and women who are willing to lay down their lives in service to our great nation. I’m sad to see that with President Trump as commander in chief, even our military can’t be trusted to keep its promises.” More here.

More Statues of People of Color in the Nation’s Capital
One would think the nation’s capital, which was once known as Chocolate City, would have many statues of people of color. But not so. A new plan being put together by District leaders is looking to address this. DC Councilmember Kenyan McDuffie is proposing a bill that would honor eight people with a statue -- one for each of the city’s eight wards. He said the plan will build statues for women and people of color who were born in the District. Currently, DC only has one such statue that meets that requirement: Duke Ellington. Some residents have said narrowing the candidates to only native Washingtonians would be too limiting. Under those requirements, people well known in DC such as Marion Barry, Dr. Dorothy Height, and even Frederick Douglass would be excluded because they weren't born in the District. The idea is still in development. We’ll keep you posted. More here.
Norton Backs Bowser and DC’s Death with Dignity Act
Congresswoman Eleanor Holmes Norton (D-DC) is supporting DC Mayor Muriel Bowser as she implements its medical aid-in-dying law, the Death with Dignity Act (DWDA), on Monday. “Mayor Bowser is well within the law and her rights to take necessary steps to implement the city’s local medical aid-in-dying law despite attempts by Members of Congress to undemocratically interfere with our jurisdiction’s purely local law ... I will continue to fight any and all attempts here in Congress to prevent the District from carrying out its own local medical aid-in-dying law.” Last week, the House Appropriations Committee passed the fiscal year 2018 DC appropriations bill, which included a rider offered by Congressman Andy Harris (R-MD) to repeal the DWDA. More here.

Becerra Continues Fight Against House ACA Repeal Bill
In May, California AG Xavier Becerra was one of 17 AGs who sought to intervene in a lawsuit filed by Republicans in the U.S. House of Representatives that undercuts the affordability of health insurance plans under the ACA. On Monday, Becerra filed a response brief to the DOJ and House Republicans attempt to deny the motion to intervene in the lawsuit House v. Price by California and 17 other states. “The attempt to block our motion shows the true colors of this Administration: prioritize politics over protecting the health care of families having to decide between paying the rent or paying the medical bills. No one should have to live with this uncertainty. I will continue to fight vigorously to protect health care access for millions of Californians and Americans across the country,” said Becerra. Sessions Promotes Policies That Will Disproportionately Affect Minority Communities and Blow Eric Holder Policies
AG Jeff Sessions delivered remarks to the National District Attorneys Association on Monday. There was a little something for everyone -- more civil asset forfeiture, prosecution of immigration, more use of “proven police techniques” like broken windows policing, and other policies that would disproportionately affect minority communities. In his prepared remarks, he said, “We will aggressively prosecute federal or state officers who violate the civil rights of our citizens. But we will take care to never demean or offer unwarranted criticism of the honorable, brave, and professional law enforcement officers who protect us every day ... With care and professionalism, we plan to develop policies to increase forfeitures. No criminal should be allowed to keep the proceeds of their crime. Adoptive forfeitures are appropriate as is sharing with our partners ... With a major decline in illegal entry attempts, more personnel, and the wall, we have a real opportunity to fix this problem.” The reversal of civil forfeiture policies is a blow to former AG Eric Holder, who worked to reform those policies. The conference was focused on combatting domestic violence women, a topic the AG got to three-quarters of the way in his prepared remarks. See his prepared remarks here.
Curbelo’s Climate Solutions
Congressman Carlos Curbelo (R-FL) and the Climate Solutions Caucus, a group of 24 Republicans and 24 Dems who are concerned about the impact of climate change, voted en masse on Thursday against a proposal to nix a Defense Department report on the threats posed by climate change to military installations. “A bipartisan majority of Members are on the record saying climate change and sea level rise must be taken into account when planning for our national defense,” Curbelo said in a statement. “With military bases like Naval Air Station Key West extremely vulnerable to sea level rise, this vote was a huge win for our coastal military communities.” More here.
