The most powerful quake to hit Mexico in 100 years struck off its Pacific Coast late Thursday. Irma has been downgraded to a Category 4 and the still dangerous storm is barreling towards South Florida. Wildfires continue to blaze out West. Mother Earth is angry. Meanwhile, Papa Trump may be nervous. On Thursday, Don Jr. told Senate investigators that concerns about Hillary Clinton’s “fitness” to be president had prompted him to set up a June 2016 meeting with a Russian lawyer. But he still denied any collusion. On the House side, the lower chamber is expected to clear a bill today that would provide an $15 million down payment on Hurricane Harvey aid and fund the government and lift the debt ceiling until December 8th. And late last night, CHC Chair Michelle Luján Grisham (D-NM) filed a petition to force a House vote on the DREAM Act. But for success Dems would need at least 24 Republicans to back the petition. It’s one of those rare days in the Beltway that a breeze is blowing and keeping us at a perfect 75 degrees. Hence, we’re hitting send so we can head out to conduct some very important research on who has the best combo of comfy outdoor seating, a tasty menu, and most refreshing cocktails. Short week but busy news cycle! But don’t worry! We’ll start working on Monday’s Beat right after. For now, here’s what we’ve got on tap:

Obama, All Former Living Presidents Create One America Appeal to Help with Hurricane Harvey Efforts
On Thursday, President Barack Obama joined the other four living former American presidents to launch the “One America Appeal” to ask friends around the world to support the staggering recovery needs from Hurricane Harvey. The appeal launched with the PSA “Our Friends in Texas,” which aired last night during the NFL’s opener and will continue with additional support and promotion from the NFL. A special restricted account has been established through the George H. W. Bush Presidential Library Foundation to collect and quickly distribute donations to ensure 100 cents out of every dollar goes to assist hurricane victims. “The former presidents were inspired to come together to lend their support to the people and communities affected and to the first responders, organizations, volunteers and neighbors who have been providing assistance to victims of Hurricane Harvey,” said a release issued by former President George H. W. Bush. As Hurricane Irma barrels toward the mainland, the presidents are ready to expand their appeal to help those affected by that storm and are already evaluating how their appeal can help those affected by that storm. A website for online donations is now live at OneAmericaAppeal.org.

Obama Heads to Canada
Former President Barack Obama is scheduled to speak in Toronto at the end of this month. Canada 2020, an Ottawa-based think tank that is hosting the event, says Obama will speak over lunch on September 29th at the Metro Toronto Convention Centre. The organization says Obama will give a speech followed by a moderated discussion on a wide range of topics. This will be Obama’s second trip to Canada since leaving the White House. In June, Obama spoke in Montreal about the lack of leadership in his country and lamented the United States’ decision to pull out of the Paris climate change accord. More here.

Lawyer in Menéndez Trial Says It’s an Attack on Hispanic Americans
A lawyer for the wealthy businessman accused of bribing Senator Robert Menéndez (D-NJ) said in court on Thursday that the trial is an attack on their Hispanic heritage. Kirk Ogrosky, the attorney for Florida ophthalmologist Salomón Melgen, said Melgen and Menéndez are “part of a fellowship of Hispanic Americans that pay it forward, help young Hispanic Americans improve their lives and play a larger role in American society. This case isn’t only an attack on those two men. It’s an attack on that whole group,” Ogrosky said on the second day of the trial in Newark, NJ. Also on Thursday, Judge William Walls warned both sides against turning the trial into a sideshow and “tabloid trial.” Menéndez is accused of intervening with federal agencies on behalf of Melgen in exchange for trips and campaign donations; Menéndez has denied any wrongdoing. Jayapal Insulted on House Floor
Remember when Senators Richard Burr (R-NC) and John McCain (R-AZ) tried to shut down Senator Kamala Harris over the summer? Well, this bad behavior happened again -- this time to Congresswoman Pramila Jayapal (D-WA). Late last night during a debate on the House floor, Congressman Don Young (R-AK) told Jayapal that she “doesn’t know a damn thing what she’s talking about.” Young didn’t stop there. “What you said was really nonsense. It was written by an interest group, not yourself. Maybe your staff is affiliated with the Humane Society or some other group. And I’m disappointed.” And because that still wasn’t enough, he referred to the 51-year-old lawmaker as a “young lady.” At that point, Jayapal had heard enough. “The gentleman has already impugned my motives by saying that I don’t ‘know a damn thing’ about what I’m talking about and he’s now called me ‘young lady,’” Jayapal said, before calling for Young to withdraw his remarks. Proceedings were halted as the situation ironed itself out. When things resumed, Young asked to withdraw his remarks and apologized to Jayapal. “To the lady, I do apologize. I get very defensive about my state,” Young said. “I recognize it was out of order, so I hope you accept my apology.” Jayapal graciously accepted. Take all the seats, Mr. Young. Bicameral Bill Aims to Remove Confederate Statues from U.S. Capitol
Senator Cory Booker (D-NJ) and Congresswoman Barbara Lee (D-CA) introduced bicameral legislation that would require the removal of Confederate statues from Statuary Hall in the Capitol within 120 days. There are currently 12 statues of Confederate leaders in Statuary Hall, including Robert E. Lee and Jefferson Davis, and this is the first bicameral legislation aimed at removing the statues. “These hateful symbols should have no place in our society and they certainly should not be enshrined in the U.S. Capitol,” said Lee. The bill would allow states to claim the Confederate statues that are removed if they so choose, and any statues that are not claimed would be sent to the Smithsonian. More here from the WaPo.

Meng Introduces Legislation to Protect Child Models and Actors
On Thursday, Congresswoman Grace Meng (D-NY) reintroduced the Child Performer Protection Act as Fashion Week kicked off in NYC. The bill would create the first federal workplace protections for child actors and models in the film, television and modeling industries. Although the Fair Labor Standards Act sets employment criteria for children in the U.S., child performers and models are not covered by the law. “For too long, kids in entertainment and modeling industries have not been adequately protected in the workplace and it’s way past time for that to change,” Meng said. Meng’s legislation would establish a maximum number of hours that child models and actors can continuously work, and require that 15% of a child’s earnings be placed in a trust account until the child turns 18 (unless a financial need for the money is demonstrated), among other things. See complete legislation here.

Harris Floats Possibility of Trump Testimony in Russia Investigation
Senator Kamala Harris (D-CA) said Thursday that Senate investigators looking into ties between the Trump campaign and Russia during the 2016 presidential election could seek testimony from Trump himself. Donald Trump Jr. spent more than five hours on Thursday in a closed-door interview with Senate investigators regarding his June 2016 meeting with a Russian attorney. When asked under what conditions 45 would be brought before the Senate to testify, Harris said, "We'll see where the facts lead us." See video here.

Judiciary and Oversight Dems Demand House Hearings on DACA
Yesterday, Democratic leaders on the Committee on Oversight and Government Reform, and the Committee on the Judiciary -- Congressmen Elijah E. Cummings (D-MD), Jimmy Gómez (D-CA), and John Conyers Jr. (D-MI), along with Congresswoman Zoe Lofgren (D-CA) -- sent a letter to committee chairmen Congressmen Trey Gowdy (R-SC) and Bob Goodlatte (R-VA) requesting immediate congressional hearings on the impact of Trump’s decision to end the DACA program. “This action is cruel and heartless, and it is now up to Congress to reverse it,” the members wrote. “We believe it is critical for the American people to hear public testimony regarding the President’s decision, including the resulting economic costs and social harm to the nation.” The Senate Judiciary Committee will hold a hearing on Wednesday. Former Congresswoman Cynthia McKinney Kicks Off Bus Tour
Remember Cynthia McKinney? She was the six-term Atlanta Democrat who was defeated by Congressman Hank Johnson (D-GA) in 2006 and went on to spend time in an Israeli jail for her Free Gaza efforts, and unsuccessfully ran for president as the Green Party nominee? Well, the Atlanta Journal-Constitution reports that now she is embarking on a nationwide “#UNRIG” bus tour “to restore truth and integrity to governance.” She is looking to build support for the legislation -- which has yet to be introduced in Congress -- that would nationalize the country’s central banks, enact universal voter registration, and open primaries while mandating the use of paper ballots in elections. The tour, which is being coordinated by the nonprofit Earth Intelligence Network, is meant to highlight the concept that political parties are rigged, and the media and “deep state” are colluding with them. “We have been steeped in a culture, of a political system that has been rigged,” McKinney told reporters Tuesday on a call from aboard the bus. “So we’ve got to sort of devolve ourselves from that rigged mentality and liberate ourselves in order to understand each other.” The bus tour stopped in Atlanta over the weekend with additional stops in Colorado, Oregon, and Ohio. Click here to read the full article and, if nothing else, see the image on the bus.

What Exactly Did USHCC President and CEO Javier Palomárez Quit?
You guys remember when we told you about U.S. Hispanic Chamber of Commerce President Javier Palomárez quitting the president’s diversity council, right? But did he though? Turns out it’s not clear that such a body as the White House National Diversity Council or the President’s National Diversity Coalition has ever existed, or that Palomárez belonged to it if it did. According to Quartz, there is a group called the National Diversity Coalition for Trump (NDC) that was started during the election campaign by Trump supporters of various ethnic minorities. But, according to reports, it has no affiliation with the White House. More to the point, the NDC has rather forcefully denied any association with Palomárez. In a statement on Aug. 15th, it said, “Mr Palomarez was invited to join the Coalition earlier this year but did not accept the invitation and has never been an active member of the Advisor panel.” Huh?? So what did Palomárez quit? See if you can figure it out here.

Civil Rights Groups Meet with Schumer and Dem Caucus
On Thursday, civil rights leaders met with Senate Minority Leader Charles Schumer (D-NY) and other members of the Democratic Caucus to discuss post-Charlottesville efforts to combat hate and protect civil rights. The groups participating in the meeting included: The Leadership Conference on Civil and Human Rights; The Anti-Defamation League; Lawyers’ Committee for Civil Rights Under Law; Human Rights Campaign; MALDEF; Muslim Advocates; NAACP Legal Defense and Educational Fund, Inc.; and the Southern Poverty Law Center. Among the topics discussed were: the rise of domestic hate groups and white nationalist extremism, the need to protect voting rights, the urgent need to protect DACA recipients, and other issues concerning federal civil rights enforcement and policies. The civil rights groups had reached out in August to set up a similar meeting with the Republican congressional leadership. According to The Leadership Conference, neither Senate Majority Leader Mitch McConnell (R-KY) nor House Speaker Paul Ryan (R-WI) have, to date, made themselves directly available for such a meeting. Nikki Haley Turned Down Secretary of State Job
UN Ambassador Nikki Haley had initially been under consideration by Donald Trump to assume the role of Secretary of State. In a profile piece by CNN, it’s revealed that she turned down 45 when he offered her the job. She describes herself as a “policy girl,” and explained to the president that she wanted to be able to speak her mind. Hence, she felt she was better suited for her current post, for which she has been well received by some. According to reports, when Trump was in Virginia in August to deliver a speech on Afghanistan, soldiers were lining up for pictures with her -- not the President. More recently, it was Haley -- not Secretary of State Rex Tillerson -- who was making a case to step back from the Iran deal. Haley will once again be front-and-center again this month when she hosts Trump for his first address to the United Nations General Assembly, which begins on September 19th. More here.

Stand Down Nikki Haley and Rex Tillerson ... The Worm’s Got This
What do you do when your two BFFs are beefing? Call Dennis Rodman! He may be our only hope to cool tensions between Donald Trump and North Korea’s leader Kim Jong-un. Speaking to Good Morning Britain, the former NBA star said of Lil Kim, “Everytime I see him, he’s always calm, he’s always smiling, especially when he’s with family.” Of note, Jong-un allegedly executed his uncle by way of antiaircraft machine gunfire and may or may not have had his half-brother poisoned. His advice on cooling tensions between the two nations? “I thank Donald Trump for giving me the opportunity to be on his show, an opportunity to be his friend and an opportunity to be an American, but I just think that one day, just one day, if someone can reach out, if Donald can say, ‘You know what? Maybe I will try to do something instead of everyone fighting against each other.’ I understand the history. I just wish one day somebody could say, ‘OK.'” So there you have it folks. Foreign policy. Rodman style. Oh, and #ThanksTrump for giving Rodman the opportunity to be an American. More here.

Puerto Rico Could Be Without Power for Months
The damage caused to Puerto Rico’s infrastructure by Hurricane Irma could leave some island residents without power for three to six months, according to the island’s electric company, the wire service EFE reports. Autoridad de Energía Eléctrica (AEE) (Puerto Rico Electric Power Authority) Executive Director Ricardo Ramos said that the island's electricity system is vulnerable and that, while the company has made efforts to be prepared, there will be blackouts resulting from the storm’s damage that will be lengthy. They also anticipate damage to the island’s telecommunications infrastructure, which may lead to problems in telephone communications. Hundreds of thousands are currently without power. We’re keeping everyone in Irma’s path in our thoughts. Read more (in Spanish).

National Action Network Plans Protest Against Kid Rock
Olympia Entertainment selected Kid Rock to open the new Little Caesars Arena, which will be the new home for the NHL’s Red Wings and the NBA’s Pistons, in the predominantly Black city of Detroit. This move has prompted Peter Hammer, Director of the Damon J. Keith Center for Civil Rights at Detroit’s Wayne State University, to call the move “incredibly tone deaf.” The National Action Network’s Detroit chapter plans to protest next week. The group has previously criticized Kid Rock for displaying the Confederate flag at concerts. “This is the straw that broke the camel’s back,” said the Rev. Charles Williams II, President of the network’s Detroit chapter. “When you hire Kid Rock, who is known to be dog-whistling and cat-calling to white supremacist organizations and the white supremacist community, alt-right, whatever you want to call them, and you take our tax dollars to do that? That’s wrong.” Kid Rock endorsed Trump during the 2016 presidential campaign and has been encouraged by the head of a major Super PAC aligned with Senate GOP leadership to run for the Senate against Senator Debbie Stabenow (D-MI). The Hispanic Heritage Foundation (HHF) announced that the community of young immigrants known as “DREAMers” will receive the Inspira Award at the 30th Annual Hispanic Heritage Awards on September 14th at the Warner Theatre in DC. Inspira is Spanish for inspire. DREAMers represent approximately 1.3 million undocumented youth, including 800,000 DACA recipients. The Inspira Award was created to honor Latino role models and as sources of inspiration. Past Inspira Award recipients have included Becky G, Prince Royce, and América Ferrera, among others. “We are proud to honor the ‘Dreamers’ for their collective strength, hope and grace as young Latino leaders,” said José Antonio Tijerino, President and CEO of the Hispanic Heritage Foundation. “They represent the spirit of perseverance and ganas every single day as they remain poised to make a positive impact on our country through the workforce, community service and economic impact.” More here.

King, Bipartisan Group of Former Education Secretaries in Support of DACA
John King, Education Secretary in the Obama administration, along with a bipartisan group of former secretaries of Education -- including Arne Duncan (Obama), Richard W. Riley (Clinton), Margaret Spellings (George W. Bush), and Roderick Paige (George W. Bush) -- sent a letter to Congress pushing them to pass the DREAM Act. “Taking away DACA without a legislative path forward isn’t just bad for the country. It would violate a promise our nation made to these earnest young people ... DACA was always a temporary fix, a band-aid (sic) designed to hold until Congress acted. That time has come.” See their full letter here.

Featured women include, former AG Loretta Lynch, Senator Mazie Hirono (D-HI), UN Ambassador Nikki Haley, Minnesota state Rep. Ilhan Omar, Librarian of Congress Carla Hayden, GM’s Mary Barra, Xerox CEO Ursula Burns, Ava Duvernay, Selena Gómez, Oprah Winfrey, Rita Moreno, Shonda Rhimes, Serena Williams, and more. Ta-Nehisi Coates on Trump
In an essay for The Atlantic adapted from his upcoming book, We Were Eight Years in Power: An American Tragedy, Ta-Nehisi Coates points out that Donald Trump’s political career began in advocacy of birtherism, “that modern recasting of the old American precept that black people are not fit to be citizens of the country they built.” But long before birtherism, Coates reminds readers that Trump had made his worldview clear. “He fought to keep blacks out of his buildings, according to the U.S. government; called for the death penalty for the eventually exonerated Central Park Five; and railed against ‘lazy’ black employees.” Consistent with his style, Coates pulls from scholars before him and poignantly walks us through not only the last eight months of the Trump administration but goes deeper and examines the political climate through the construct of race and history. Check it out here.
