After getting some job security reassurance from WH CoS John Kelly, AG Jeff Sessions is expected to announce several investigations into leaks today. In the latest embarrassing WH leak, WaPo published transcripts of private phone conversations between Trump and the leaders of Australia and Mexico. More on the call with MX below. Meanwhile, this administration should be concerned with another investigation. Special Counsel Robert Mueller has issued subpoenas from a Washington-based grand jury in his probe into Russia’s meddling with the 2016 elections -- a sign that the probe is heating up and taking a new turn. Mueller’s inquiry will likely proceed for months to come. Back at Trump Tower, the Secret Service has vacated its command post in Manhattan following a dispute between the government and Trump’s company over the terms of a lease for the space. And in the nation’s capital, the District is empty. The president is headed for a 17-day golf vaca at Bedminster, NJ on the same day Newsweek has released the cover for its latest issue. It shows the president adorning the page in a recliner chair flipping through television channels. And finally, Senator Lisa Murkowski (R-AK) saved the day again as the upper chamber ventures back home. She locked in nine "pro forma" sessions -- brief meetings that normally last a hot minute -- blocking Trump from being able to make recess appointments. So you know what that means? It’s recess, y’all! Next week, we’ll have some abbreviated versions of The Beat DC. But today, we’ve got a lot to tell you. Let’s get started:

Obama on the Big Screen
Former President Barack Obama has been booked in a new movie. He will appear alongside Barbra Streisand in a new documentary about Shimon Peres, the late Israeli politician who served as both president and prime minister. Titled Never Stop Dreaming: The Life and Legacy of Shimon Peres, the project is directed by Oscar-winning documentarian Richard Trank. The filmmakers interviewed Obama in DC in mid-July. As a way of thanking him, they presented the former president with a copy of the Gemlich letter, a rare document that Adolf Hitler wrote on September 16, 1919, and considered to be his first political writing. "It's one of the rarest documents in the world on the Second World War," said filmmaker Rabbi Marvin Hier
. Obama was reportedly very moved. Hier adds that Obama's staff is beyond nice and helpful. Shout out to Kevin Lewis, who is Obama’s spokesperson. Trank said he gained insight into Obama and Peres' relationship. "We learned the depths of it. They had a shared love of history and literature. And they were both outsiders to some degree." Former British Prime Minister Tony Blair, Israeli Prime Minister Benjamin Netanyahu, and former President Bill Clinton, among other global notables, will also make appearances. Duckworth and Cortez Masto Want to Prevent Veteran Deportation
Senator Tammy Duckworth (D-IL) on Thursday introduced legislation, co-sponsored by Senator Catherine Cortez Masto (D-NV), that would bar the deportation of military veterans convicted of nonviolent offenses and require naturalization offices at all military training sites to ensure non-citizen soldiers can gain citizenship. The legislation is similar to bills introduced by the Congressional Hispanic Caucus in the House. “Men and women willing to wear our uniform shouldn’t be deported by the same nation they risked their lives to defend,” Duckworth, an Iraq War veteran and former deputy secretary at the Veterans Administration, said in a statement to BuzzFeed News. First Dem Steps Up to Challenge Hurd
The Texas Tribune reports that Congressman Will Hurd (R-TX) is getting his first major Democratic challenger. Gina Ortiz Jones, a former Air Force intelligence officer, announced her candidacy on Wednesday, wading into a potentially crowded primary field for a shot at Hurd, who is widely viewed as the most vulnerable Republican member of Congress from Texas. Jones said she was inspired to come home to San Antonio and run for Congress after witnessing up close Donald Trump's presidency as a director in the Office of the U.S. Trade Representative, which operates from within the Executive Office of the President. She left in June. Jones attended Boston University on a ROTC scholarship and served in the Air Force from 2003-2006, deploying to Iraq. After a stint in the private sector, she went to work for the Pentagon's Defense Intelligence Agency in 2008, ultimately becoming a special advisor to the Deputy Director. When Hurd, a former CIA officer, won re-election last year, it was the first time in eight years that an incumbent held on to the seat for a second term. Others who are considering a run include Judy Canales, a former Obama and Clinton appointee; Jay Hulings, a federal prosecutor from San Antonio; and former Congressman Pete Gallego, who represented the district from 2013 - 2015 and unsuccessfully challenged Hurd last year. FL Dems Fundraising for Curbelo -- a Republican
Florida Democrats, including former Miami Mayor Manny Díaz, Homestead Mayor Jeff Porter, and Florida City Mayor Otis Wallace, will join Congressman Carlos Curbelo (R-FL) for a fundraiser for his re-election committee. "While we don't agree with him on every issue, he is a voice of reason in an increasingly unreasonably partisan world, he works hard to represent Miami-Dade County in Washington, and, in particular, he is trying to bring both parties together for the good of the country,"
Roland Sánchez-Medina, a prominent attorney and co-host of the fundraiser, said. "We are proud to support Carlos." As The Beat DC reported earlier this week, Curbelo drew his first Democratic challenger, Debbie Mucarsel-Powell, who has national party support. The Miami Herald also reports that Senator Marco Rubio (R-FL) will headline a fundraiser for Curbelo. Get more here.
Raffi Krikorian’s Group Puts $1.5 Million Behind Dem Effort
The DNC CTO Raffi Krikorian is part of Higher Ground Labs, a group run by ex-aides of former President Barack Obama that focuses on technology for Democratic candidates' campaigns. On Wednesday, they announced that ten startup firms would share in the initial $1.5 million investment round. The ten companies are developing campaign tools covering areas that include voter turnout and data analysis. The fund was launched last month with more than $2.5 million to promote progressive tech startups. HGL lists a number of notable Dems on its advisory board, including former VP Joe Biden’s Chief of Staff Ronald Klain, Obama speechwriter Jon Favreau, and former FCC Chairman Tom Wheeler. More here.

She will be based in Burbank, CA. The University of South Carolina/Northwestern graduate comes to Disney/ABC from Viacom’s BET Networks, where she had been Executive VP and Chief Marketing Officer since 2011. Before that, she was with the Turner Entertainment Networks in several positions, including VP of Emerging Markets and Promotions. Gizmodo Media Group Names Editorial Director
Variety reports that Susie Banikarim -- a veteran of ABC News, Newsweek Daily Beast and Vocativ -- has been named the editorial director of Gizmodo Media Group, a division of Univisión Communications. In the new role, Banikarim will oversee all editorial operations for eight sites: Gizmodo, Deadspin, Jezebel, Jalopnik, Kotaku, Lifehacker, Splinter, and The Root. Banikarim will be based at GMG’s headquarters in NYC and report to Gizmodo Media Group CEO Raju Narisetti, who joined last fall from News Corp. Banikarim most recently has been a filmmaker-in-residence at Harvard University’s Shorenstein Center on Media, Politics and Public Policy, where she is producing and directing a documentary on media coverage of the 2016 presidential election. She served as the chief content officer of Vocativ for two years, departing in January 2017. Banikarim is a cum laude graduate of Barnard College and has a master’s degree from Columbia University’s School of Journalism. More here.
María Elena Salinas Departing Univisión
After spending her entire career at Univisión, María Elena Salinas is leaving the network. The co-anchor of the nightly newscast Noticiero Univisión and co-host of the weekend news magazine Aquí y Ahora is departing when her current contract is up at the end of the year. In 2012, Salinas became the first Latina to receive an Emmy Award for Lifetime Achievement from the National Academy of Television Arts and Sciences. In 2014, she won a Peabody Award and a Walter Cronkite Award for her special about the mass migration of children from Central America to the U.S. Earlier this year, she was inducted into the NAB Hall of Fame. In addition to her duties for Univisión, Salinas hosts The Real Story on Investigation Discovery. On her show Wednesday evening, Salinas said she will continue on as an independent journalist when she leaves Univisión. “Now to be direct, as I always have been: I haven’t been pushed out, I haven’t quit, I’m not retiring. And I’m not leaving to another place to do the same as I do here,” she said. More here.
Fox News Heads to Court Black Journos
Fox News is heading to New Orleans next week for the National Association of Black Journalists annual conference. Strange bedfellows? Yes, considering that they are this year’s recipient of NABJ’s Thumbs Down Award, which is presented annually to an individual or organization for particularly insensitive, racist or stereotypical reporting, commentary, photography or cartoon about the Black community, or for engaging in practices at odds with the goals of the organization. But the news outlet is no stranger to the conference as they have attended previous years as well. And given their recent lawsuits alleging racism and sexual harassment, they will surely attract some questions from budding journos. The outlet is hosting a meet-and-greet where attendees will get to hear from talent and executives such as Harris Faulkner, co-host of Outnumbered; Refet Kaplan, Managing Director of Foxnews.com; and Tom Bowman, Vice President of FBN Programming. Black Woman Leads West Point Cadets
For the first time in history, an African American woman will take the top position in West Point's cadet chain of command. The U.S. Military Academy announced Thursday that Cadet Simone Askew of Fairfax, VA, has been selected the first captain of the Corps of Cadets for the upcoming academic year. Askew, who is in the Class of 2018, will be responsible for the overall performance of the roughly 4,400 cadets at West Point. She also will act as a liaison between the corps and the administration when she assumes her duties on Aug. 13th. West Point officials say Askew exemplifies the academy's values of duty, honor, and country. She plans on becoming a military intelligence officer upon graduation. More here.
Kennedy Center Honors Recipients Announced -- LL Cool J Makes History
Nobody can rap quite like he can. He’ll take a muscle-bound man and put his face in the sand. That’s right. He’s bad. WaPo reports that LL Cool J will make history as the first rap musician to be saluted at the Kennedy Center Honors, which marks its 40th anniversary this year with a slate of diverse artists that includes TV writer/producer Norman Lear, singer/songwriter Gloria Estefan, dancer Carmen de Lavallade, and musician Lionel Richie. The annual awards for lifetime artistic achievement are set for December 3rd. It will be the first under Donald Trump, who introduced a budget that called for dismantling the National Endowment for the Arts. Although given by the Kennedy Center, the Honors weekend features a dinner at the State Department and a White House reception before the culmination in the Opera House, where the honorees watch from the president’s box as their peers celebrate their legacies. April Ryan, Saying She Made Mincemeat of Omarosa, is On One
In a podcast interview with CNN’s Angela Rye, WH reporter April Ryan recounts her exchange with Omarosa Manigault in the White House, which, according to Ryan, was over Manigault spreading a rumor that Ryan took money from Hillary Clinton's campaign. "She was screaming at the top of her lungs," Ryan said. "It was almost as if she wanted the president to hear. Not only that, she taped it and edited the tape. ... She sent it to John Roberts at Fox. She sent the tape of four minutes of about 20 or 30 minutes arguing. I embarrassed her in front of reporters and people in that office. ... I made mincemeat of her. ... Because, I said, 'I was here when you got fired the last time and I'll be here when you get fired this time. ... I've been doing well. What were you doing last year? Nothing but selling cell phones." Susan Rice’s Name Further Cleared By McMaster
Despite his boss' claims that she may have committed a crime by requesting that the names of Trump associates be unmasked, even Donald Trump’s National Security Advisor thinks Susan Rice did nothing wrong. H.R. McMaster has reportedly determined that Rice, who served in his role during the Obama administration, did not act improperly, according to two intelligence officials Bloomberg cited. This report comes the same day that the website Circa reported on a letter McMaster wrote Rice in April letting her she would keep her security clearance and that any restrictions would be lifted. As a result, the right wing has already started a "fire McMaster" campaign, with the hashtag #FireMcMaster trending on social. The Hill has more.
Booker Officially Intros Bipartisan Effort to Protect Mueller and Future Special Counsels
It’s official. Senators Cory Booker (D-NJ) and Lindsey Graham (R-SC) have introduced the Special Counsel Independence Protection Act (SCIPA) which would require any action by the Attorney General or Acting Attorney General to remove a special counsel from office first be reviewed by a panel of federal judges. The measure would protect any special counsel -- including Robert Mueller should the legislation pass soon -- from being fired without judicial approval. "A special counsel's duty is to follow the facts and the law wherever that leads,” said Booker. “They should never be subjected to interference or intimidation because of where an investigation takes them. This bill would subject any decision to fire a special counsel to a review by a panel of federal judges, ensuring any removal is for legitimate reasons instead of political motivations." La Población Latina Sigue Creciendo
The Pew Research Center found that the annual growth rate of the U.S. Hispanic population remained flat between 2016 and 2017, but Hispanics continue to account for more of the nation’s overall population growth than any other race or ethnicity. Asians had the highest annual growth rate (3.0%) of any major U.S. racial or ethnic group in 2017. The Hispanic growth rate followed at 2.0%, exceeding that of Blacks (0.9%) and whites (decrease of <0.1%). Overall, the U.S. annual population growth rate has held steady at 0.7% since 2011. Despite its slowing growth rate, the Hispanic population reached a record 58.6 million in 2017. As the second-largest racial or ethnic group in the country, Hispanics play a significant role in the nation’s population trends. Overall, the population increased by more than 2.2 million people between 2016 and 2017, with Hispanics accounting for 1.1 million, or about half (51%), of this growth. The nation’s Hispanic population remains centered in three states: California (15.3 million), Texas (10.9 million), and Florida (5.1 million). More here.
Efforts to Increase Latinos in the Federal Workforce Have Stalled
One area where the Latino population isn't increasing is the federal government. The Federal Times highlights that efforts to ensure increased recruitment and retention of Latino federal employees has largely stalled since the Clinton administration. Currently, only about 8.5% of the federal workforce is Hispanic. Leaders of Latino federal workers said on Tuesday that Donald Trump should revive and fund the effort through an executive order. Former President Bill Clinton signed an executive order in 2000 that sought to influence federal agency directors to use their discretionary funding to make Hispanic employment a priority. However, it remains largely an unfunded mandate that agency heads can choose whether to comply with or not, and it needs to be more than that, says Héctor Sánchez Barba, Executive Director of the Labor Council for Latin American Advancement and Chair of the National Hispanic Leadership Agenda. Sánchez Barba spoke at a meeting this week of the Hispanic Council of Federal Employment. More here.
Senators and Staff to Testify in Menéndez Trial
On Wednesday night, the Senate unanimously approved having its lawyers represent current and former members and staff who are subpoenaed for the upcoming trial on bribery and other charges against Senator Bob Menéndez (D-NJ) in federal court in NJ. The resolution also authorizes the release of documents which the Senate could have blocked from going public. Menéndez is accused of accepting bribes from Florida eye specialist Salomón Melgen in the form of luxury travel and contributions to political committees that helped him win reelection in 2012. In exchange, Menéndez is accused of using his influence to boost Melgen's business interests .One allegation says Menéndez used his office to pressure Medicare officials about a regulation Melgen was accused of abusing to obtain $9 million in improper payments. The indictment cites former Senate Majority Leader Harry Reid and former Senator Tom Harkin were involved in applying that pressure. And though neither senator is accused of any wrong doing, they could be witnesses in the corruption trial. Melgen was convicted In April on separate charges in Florida of 67 counts of Medicare fraud. Trump Told Mexican Prez Stop Saying You’re Not Paying for the Wall
Everyone by now has heard it countless times since the presidential campaign: Mexico is going to pay for a border wall. The Mexican government continually rebuffed that, saying countless times that no way is that happening. Hence, in 45’s first call with Mexican President Enrique Peña Nieto, Trump repeatedly pressured his counterpart to stop saying publicly that his government would never pay for it. “You cannot say that to the press,” Trump said, according to a transcript of the January 27th call obtained by the WaPo. Trump made it clear that he realized the funding would have to come from other sources, but he threatened to cut off contact if Peña Nieto continued to make defiant statements. The funding “will work out in the formula somehow,” Trump said, adding later that “it will come out in the wash, and that is okay.” But “if you are going to say that Mexico is not going to pay for the wall, then I do not want to meet with you guys anymore because I cannot live with that.” Peña Nieto agreed to stop talking about it. Trump added that politically the wall was likely the most important topic the two leaders were talking about, adding also that he “won” New Hampshire in the 2016 election “because New Hampshire is a drug-infested den – is coming from the southern border. So we have a lot of problems with Mexico farther than the economic problem.” Hillary Clinton actually took New Hampshire. And good luck taking that state during the next primary after those remarks. DOJ May Withhold Crime Prevention Funding from Four Sanctuary Cities
AG Jeff Sessions has threatened to deny federal crime-fighting resources to four cities battling increasing gun violence -- Baltimore, Albuquerque, New Mexico, and Stockton and San Bernardino in California -- if they don’t help federal efforts to detain and deport undocumented immigrants. “By taking simple, common-sense considerations into account, we are encouraging every jurisdiction in this country to cooperate with federal law enforcement,” Sessions said in a statement that accompanied the letters. “That will ultimately make all of us safer — especially law enforcement on our streets.” The letters ask the four cities’ police departments to show proof of their compliance by Aug. 18th in order to be eligible for DOJ’s Public Safety Partnership, which allows localities to partner with federal agents, analysts, and technology to help communities find solutions to crime. This is just the latest effort by DOJ and Sessions to force sanctuary cities to cooperate with federal immigration authorities. Read more here.

On Thursday, Congressman Elijah Cummings (D-GA), Ranking Member of the House Committee on Oversight and Government Reform, sent a letter to Lt. General Michael Flynn’s former business partner, Bijan R. Kian, requesting documents to assist in the committee’s investigation of General Flynn’s unreported foreign contacts and foreign business relationships. In the letter, Cummings requested all documents and communications referring or relating to General Flynn’s "work related foreign person contacts," "professional work relationships with foreign businesses," and foreign travel. Lumbee Tribe Chairman Secures White House Meeting
In May, NC Gov. Roy Cooper (D) requested in a letter to the state’s 13-member congressional delegation that they stand together in support of federal recognition of the Lumbee Tribe. The state’s Republican Senators Richard Burr and Thom Tillis have pledged to lead the fight for approval of the Lumbee Recognition Act in the Senate. Congressman Robert Pittenger (R-NC), who is sponsoring legislation in the House supporting federal recognition, has said that he will continue “knocking on doors” and working to convince his fellow House members and others that granting the Lumbee Tribe federal recognition is the “right and moral” thing to do. Last week, Chairman Harvey Godwin, Jr. (pictured) met with lawmakers in DC and reportedly secured a follow-up meeting with the White House. "I spoke this week with senior White House officials who want to also be engaged in this process. There are various options we will consider and pursue to seek a positive outcome for the Lumbee Tribe,” said Pittenger. More here.
