CONGRESS CONTINUES ADVANCING APPROPRIATIONS BILLS
Congressional appropriators continue moving forward with the FY26 appropriations process. As we mentioned in Tuesday's digest, the House subcommittee advanced the FY26 Commerce-Justice-Science (CJS) bill. The Senate Appropriations Committee advanced its version of CJS on Thursday in a 19-10 vote. The House Appropriations Committee also advanced the Energy-Water funding bill.
This morning, the House passed the Defense funding bill mostly along party lines. The bill includes $831.5 billion--maintaining the annual defense budget. About $148 billion is to be allocated to research, development, test and evaluation, as well as provide relatively level funding of $2.48 billion for basic research compared to FY 25.
It was anticipated that the House Labor-HHS appropriations subcommittee would advance its bill at the end of July, but reports now indicate the bill will not be considered until September.
