ACE, ASSOCIATIONS, SUBMIT COMMENTS ON NPRM IMPLEMENTING WORKFORCE PELL
The American Council on Education (ACE), joined by 38 higher education associations, submitted comments to the Department of Education on a proposed rule implementing the new Workforce Pell program and revising Pell Grant aid calculations. The groups raised concerns about how the Department proposes to interpret and administer the law, warning that elements of the rule could create legal uncertainty, inconsistent state‑level processes and unintended consequences for students: "We strongly believe that the experts selected by the Department to serve as negotiators should have an adequate amount of time to understand the issue, communicate with their stakeholders, present well-informed arguments at the table, and participate with a goal of consensus."
